Abstract

Penelitian ini bertujuan untuk mengetahui sejauh mana pelaksanaan keterbukaan pelayanan publik berdasarkan aspek open government melalui penyelenggaraan Mal Pelayanan Publik (MPP) Provinsi DKI Jakarta. Sejak 2017, MPP Jakarta hadir sebagai inovasi dari DPMPTSP dalam peningkatan kualitas pelayanan publik dengan dikemas oleh kejelasan regulasi, transparan, hemat waktu dan biaya, serta terintegrasi sehingga berbagai pekerjan dari lintas sektor mampu terlayani dalam satu atap. Hadirnya MPP mengubah citra pelayanan publik yang berbelit-belit dan tidak transparan. Analisis penelitian ini menggunakan Teori Open Government oleh Jorn von Lucke (2012) melalui tiga aspek utama yakni transparansi, partisipasi, dan kolaborasi. Data penelitian ini diolah melalui kegiatan wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa penyelenggaraan MPP Jakarta telah menerapkan keseluruhan aspek open government dengan baik. Dalam aspek transparansi, keseluruhan sistem informasi telah tersistematis, terbuka oleh publik baik fisik maupun virtual, serta terpublikasi secara langsung. Dalam aspek partisipasi, terdapat kemudahan akses, tingginya kebermanfaatan layanan, dan pelibatan publik dalam pembuatan keputusan. Dalam aspek kolaborasi, pengelolaan kerja sama mampu menghasilkan inovasi. Namun, terdapat catatan yang perlu ditingkatkan pada aspek kolaborasi terkait integrasi data. Untuk itu, DPMPTSP selaku pengelola MPP Jakarta perlu meningkatkan koordinasi dengan Kementerian PANRB selaku pembina terkait pengintegrasian data dan meninjau lebih lanjut komitmen instansi-instansi yang tergabung dalam memberikan pelayanan di MPP Jakarta agar mampu mendorong terselenggaranya keterbukaan pelayanan publik.

English Abstract

This study aims to determine the extent of the implementation of public service openness based on open government aspects through the implementation of the DKI Jakarta Province Public Service Mall (MPP). Since 2017, MPP Jakarta has been present as an innovation from DPMPTSP in improving the quality of public services by being packaged by clarity of regulation, transparency, saving time and costs, and integrated so that various jobs from across sectors can be served under one roof. The presence of MPP changes the image of public services that are convoluted and not transparent. This research analyzes the Open Government Theory by Jorn von Lucke (2012) through three main aspects, namely transparency, participation, and collaboration. The data of this research is processed through interviews and documentation. The results of this study indicate that the implementation of MPP Jakarta has implemented all aspects of open government well. In the aspect of transparency, the entire information system has been systematized, open to the public both physically and virtually, and published directly. In the aspect of participation, there is ease of access, high usefulness of services, and public involvement in decision making. In the aspect of collaboration, the management of cooperation is able to produce innovation. However, there are notes that need to be improved in the collaboration aspect related to data integration. For this reason, DPMPTSP as the manager of the Jakarta MPP needs to improve coordination with the Ministry of PANRB as the manager of the Jakarta MPP.
