Abstract
Penelitian ini memaparkan mengenai penerapan E-Government dalam pelayanan publik SIGADIS Kabupaten Bogor dan WADOOL Kabupaten Malang untuk mengatasi kasus kekerasan terhadap anak di kedua daerah. Dalam mengkaji lebih lanjut peneliti menggunakan model penilaian Harvard JFK School of Government dengan 3 elemen sukses E-Government yakni elemen Support, capacity, dan value. Metode penelitian yang digunakan yakni metode perbandingan (Comparative) melalui pendekatan kualitatif dengan teknik pengumpulan data yakni wawancara, observasi, dokumentasi, dan studi pustaka. Di Indonesia seringkali penerapan E-Government dianggap solusi memecahkan permasalahan publik. Realitanya ditemukan 24.000 aplikasi yang dianggap menghabiskan anggaran dan tidak digunakan masyarakat. Tingginya angka kasus kekerasan terhadap anak di Kabupaten Bogor dan Kabupaten Malang merupakan salah satu bentuk permasalahan yang terdapat di masyarakat. Dalam hal ini pemerintah kemudian kembali menghadirkan E-Government sebagai bentuk upaya mengatasi permasalahan tersebut. Hasil penelitian menunjukkan kedua daerah memiliki persamaan, terkait dengan elemen support muncul political will sebagai faktor pendorong hadirnya layanan tersebut, dalam capacity didapati adanya persiapan Essential of Public Services, dan value muncul perbaikan keadaan korban sehingga korban merasa bahagia dan sehat, secara fisik dan mental (well-being). Adapun perbedaannya, sosialisasi website di Kabupaten Bogor belum merata (elemen support) namun penerapannya banyak melibatkan masyarakat dan financial management dalam penanganan di Kabupaten Malang belum optimal (elemen capacity) sehingga membawa perbedaan hasil (elemen value) dimana muncul rasa aman pada masyarakat Kabupaten Bogor dan masih ada rasa takut melapor pada masyarakat Kabupaten Malang. Akhirnya, disimpulkan walaupun penerapan E-Government SIGADIS Kabupaten Bogor dan WADOOL Kabupaten Malang belum optimal namun kehadiran keduanya dapat menghadirkan ’security needs’ bagi masyarakat.
English Abstract
This research describes the application of E-Government in the public services of SIGADIS Bogor Regency and WADOOL Malang Regency to overcome cases of violence against children in both regions. In studying further, researchers used the Harvard JFK School of Government assessment model with 3 elements of E-Government success, namely support, capacity and value elements. The research method used is the comparative method using a qualitative approach with data collection techniques, namely interviews, observation, documentation and literature study. In Indonesia, the application of E-Government is often considered a solution to solving public problems. In reality, 24,000 applications were found that were considered to be a waste of the budget and were not used by the public. The high number of cases of violence against children in Bogor Regency and Malang Regency is one form of problem that exists in society. In this case, the government then brought back E-Government as a form of effort to overcome this problem. The results of the research show that the two regions have similarities, related to the element of support, political will emerged as a driving factor for the presence of these services, in capacity it was found that there was preparation for the Essential of Public Services, and value emerged to improve the condition of victims so that victims felt happy and healthy, physically and mentally ( well-being). As for the difference, the socialization of the website in Bogor Regency has not been evenly distributed (support element) but its implementation involves a lot of the community and financial management in handling it in Malang Regency has not been optimal (capacity element) so it brings different results (value element) where a sense of security arises among the people of Bogor Regency and there is still a fear of reporting to the people of Malang Regency. Finally, it was concluded that although the implementation of E-Government SIGADIS Bogor Regency and WADOOL Malang Regency was not optimal, the presence of both could provide 'security needs' for the community.
