Abstract

Kampung Keluarga Berkualitas (KB) merupakan salah satu kebijakan yang dicanangkan oleh pemerintah untuk mengatasi permasalahan sosial, ekonomi, kesejahteraan, kemananan, dan berbagai permasalahan lainnya yang hadir dalam kehidupan bermasyarakat. Pada dasarnya, pelaksanaan Kampung KB sudah diimplementasikan bagi seluruh daerah-daerah di Indonesia. Seperti halnya pada daerah Kota Malang yakni Kelurahan Bunulrejo. Kelurahan Bunulrejo menjadi salah satu daerah percontohan se-wilayah Kota Malang sekaligus terpilihnya daerah ini dikarenakan kawasan miskin perkotaan, padat penduduk, partisipasi sekolah rendah dan tingkat keikusertaan KB rendah. Penelitian ini bertujuan untuk melihat bagaimana Implementasi kebijakan Kampung KB di Kelurahan Bunulrejo Kecamatan Blimbing Kota Malang tahun 2022-2023. Penelitian ini menggunakan metode kualitatif dengan menggunakan teknik wawancara dan dokumentasi untuk mengumpulkan data. Hasil penelitian ini menunjukkan bahwa Implementasi Kebijakan Kampung KB Bunulrejo sudah berlangsung secara baik didukung dengan aspek a) Komunikasi yang berjalan dengan baik, adanya kegiatan rapat rutin, dan terjalinnya konsistensi komunikasi. b) Sumber daya manusia terpenuhi, informasi berjalan secara terarah, adanya wewenang yang mendukung tupoksi implementor, dan sarana prasarana yang mendukung. c) Disposisi seluruh aktor pelaksana dijalin dengan bentuk komitmen dan sikap semangat melalui program yang berjalan. d) Struktur Birokrasi yakni terdapat SOP dan Fragmentasi yang mengarahkan dan meminimalisir tumpang tindih pembagian tugas. Namun dalam hal ini, masih terdapat beberapa hal yang harus diperhatikan seperti dibutuhkannya regenerasi kepengurusan, diperlukannya jadwal dan jam khusus pertemuan rutin, meningkatkan publikasi di sosial media, dan menggaungkan kembali partisipasi pemerintah, dinas, dan seluruh pihak yang terlibat untuk lebih intens ikut serta dalam menyukseskan seluruh program Kampung KB Bunulrejo

English Abstract

The government has set up one of the programs, which is the Kampung KB (Keluarga Berkualitas) program, to solve the problems of poverty, social, prosperity, security, and various other issues that are present in society. Generally, the implementation of Kampung KB has been implemented throughout the Indonesia area, for example it is the Kampung KB Bunulrejo in Malang, Jawa Timur. Bunulrejo became the role model in the Malang area. On the other hand, the reason why Bunulrejo is the role model area, is because the area has urban poverty, increasing population, and low family participation in KB programs. This research aims to analyze, and describe the policy of implementation of Kampung KB in Bunulrejo, Blimbing, Malang 2022-2023. This research is a qualitative study by using interview and documentation techniques to collect the data. The results of the study show that the implementation of the Kampung KB has improved as well, supported by several aspects, such as; a) The consistency of communication as well, and the existence of routine meeting activities. b) The human resources are fulfilled, the information is going as well, and there is the authority that supports the implementor’s duties. Lastly, there is the support of the infrastructure. c) The implementing behavior of commitment and enthusiasm by actors to do the all programs. d) The bureaucratic structure, namely standard operating procedure (SOP) and fragmentation has minimized the overlapping tasks of division. However, there are some important things to make more success of the program KB in the Bunulrejo, such as the regeneration of management, the program need to has a specific schedule of regulars meetings, increasing the publication in social media, inviting the participation of government, agencies, and society to involve the intensively participate in the Bunulrejo, Malang, Jawa Timur.
