Abstract

Permasalahan sampah di Daerah Istimewa Yogyakarta sudah semakin darurat hingga saat ini TPST Piyungan sebagai destinasi sampah terakhir bagi Kota Yogyakarta, Kabupaten Bantul, dan Kabupaten Sleman sudah ditutup. Penutupan ini dilakukan karena TPST Piyungan sudah tidak bisa lagi menampung sampah masuk. Salah satu kalurahan di Kabupaten Bantul kemudian memiliki Kelompok Usaha Pengelolaan Sampah (KUPAS) yang tergabung dalam Badan Usaha Milik Kalurahan (BUMKal) Panggung Lestari di Kalurahan Panggungharjo. Teori yang digunakan dalam penelitian ini merupakan teori milik Sarah Cook & Steve Macauly yakni Teori ‘ACTORS’ yang merupakan kerangka kerja pemberdayaan. ‘ACTORS’ merupakan akronim dari Authority, Confidence and competence, Trust, Opportunities, Responsibility, Support. Metode yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Hasil dari penelitian ini menujukkan bahwa teori ‘ACTORS’ dilaksanakan pada pemberdayaan di KUPAS.

English Abstract

The waste problem in the Special Region of Yogyakarta has become increasingly urgent to the point that currently the TPST Piyungan, the final waste destination for Yogyakarta City, Bantul Regency and Sleman Regency, has been closed. This closure was carried out because the TPST Piyungan could no longer accommodate incoming waste. One of the subdistricts in Bantul Regency then has a Kelompok Usaha Pengelolaan Sampah (KUPAS) which is part of the Badan Usaha Milik Kalurahan (BUMKal) Panggung Lestari in Kalurahan Panggungharjo. The theory used in this research is Sarah Cook & Steve Macauly's theory, namely the 'ACTORS' Theory which is an empowerment framework. 'ACTORS' is an acronym for Authority, Confidence and Competence, Trust, Opportunities, Responsibility, Support. The method used is a qualitative method with a descriptive approach. The results of this research show that the 'ACTORS' theory is implemented in empowerment at KUPAS.
