Abstract

Sustainable tourism menjadi konsep kepariwisataan yang semakin gencar digunakan dalam pengelolaan pariwisata. Kawasan Kota Lama Semarang merupakan salah satu cagar budaya peringkat nasional yang menerapkan konsep sustainable tourism dalam pengelolaannya. Dinas Kebudayaan dan Pariwisata Kota Semarang menjadi pihak yang berwenang untuk mengelola Kawasan Kota Lama Semarang. Untuk mencapai sustainable tourism, Dinas Kebudayaan dan Pariwisata Kota Semarang lantas melakukan collaborative governance. Kolaborasi tersebut melibatkan pihak pemerintah, swasta, masyarakat, dan komunitas. Dalam penelitian ini akan melihat bagaimana tahapan kolaborasi berjalan melalui Teori Tiga Tahapan Kolaborasi milik Ratner. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Hasil dari penelitian ini menunjukkan bahwa pihak pemerintah dan swasta sangat erat dalam proses kolaborasi. Sedangkan, pihak komunitas kurang diperhatikan oleh pemerintah. Kolaborasi ini menghasilkan keputusan terkait pengelolaan Kawasan Kota Lama Semarang.

English Abstract

Sustainable tourism is a tourism concept that is increasingly used in tourism management. Semarang Old Town area is one of the nationally ranked cultural heritage that applies the concept of sustainable tourism in its management. The Semarang City Culture and Tourism Office is the authorized party to manage the Old City Semarang area. To achieve sustainable tourism, the Semarang City Culture and Tourism Office then conducts collaborative governance. The collaboration involves the private sector, the public, the community, and academics. This research will look at how the stages of collaboration run through Ratner's Three Stages of Collaboration Theory. This research uses descriptive qualitative research method. The results of this study show that the government and the private sector are very close in the collaboration process. Meanwhile, the community is less considered by the government. This collaboration resulted in decisions related to the management of the Old City of Semarang.
