Abstract
Rumah Sakit dalam menjalankan fungsi operasionalnya menghasilkan limbah, baik itu limbah padat, limbah domestik, limbah cair, dan juga limbah radioaktif. Limbah yang dikeluarkan fasilitas pelayanan kesehatan dapat menjadi media penyebaran penyakit bagi petugas, pasien, dan masyarakat. Apabila limbah medis tidak dikelola dengan baik maka akan berdampak buruk dan merugikan masyarakat yang berada di sekitar puskesmas seperti gangguan kesehatan dan pencemaran lingkungan. Berdasarkan Keputusan Menteri Negara Lingkungan Hidup Republik Indonesia Nomor KEP-58/MENLH/12/1995, tentang baku mutu limbah cair bagi kegiatan rumah sakit, bahwa rumah sakit diwajibkan menyediakan sarana pengelolaan limbah cair maupun limbah padat agar seluruh limbah yang akan dibuang ke saluran umum memenuhi baku mutu limbah yang ditetapkan menurut peraturan yang berlaku. Rumah Sakit Harapan Bunda sudah memiliki sistem IPAL yang menurut peraturan sudah memenuhi standar dan berdasarkan hasil evaluasi tiap unit IPAL diperoleh hasil persen efisiensi removal BOD pada sedimentasi, aerob, anaerob, dan klorinasi berturut-turut adalah 6,38%; 13,63%; 21,05%, 16,66%. Persen efisiensi removal COD pada bak sedimentasi, aerob, anaerob, dan klorinasi berturut-turut adalah 17,26%; 6,77%; 16,56%, 17,35%. Persen efisiensi removal TSS pada sedimentasi, aerob, anaerob, dan klorinasi berturut-turut adalah 26,87%; 10,20%; 15,91%, 5,40%. Hasil waktu detensi pada bak inlet, bak pengumpul, bak sedimentasi, bak aerob, bak anaerob, dan bak klorinasi berturut-turut 1,8 jam; 1,6 jam; 3,88 jam; 1,8 jam; 1,8 jam; 98,4 menit dengan kriteria desain untuk waktu detensi minimal berturut-turut adalah 6 jam; 6 jam; 1,5 jam; 2 jam; 3 jam; dan 10 menit. Kinerja IPAL pada Rumah Sakit Harapan Bunda sudah bagus dalam pengolahan limbah karena pada outlet sudah memenuhi baku mutu yang sesuai dengan Permen LHK No. 68 Tahun 2016, Hal ini menunjukkan bahwa parameter yang berada pada air limbah telah memenuhi baku mutu selain parameter TSS, sehingga dapat disimpulkan bahwa IPAL pada rumah sakit perlu meningkatkan efektivitas pengolahan pada bak sedimentasi untuk menurunkan kadar TSS pada limbah. Selain parameter TSS, parameter lainnya sudah tergolong aman untuk dibuang di badan air selanjutnya dan tidak akan merusak lingkungan.
English Abstract
In carrying out their operational function, hospital produces waste like solid waste, domestic waste, liquid waste, and also radioactive waste. Waste that released by health care facilities can be a medium of spreading disease to officers, patients, and public. If hospital can’t manage the medical waste properly then it will have a bad impact and harm the peoples that live around the Community Health Centre, such as health problems and environmental pollution. Based on the Decree of State Minister for the Environment of Republic Indonesia Number KEP- 58/MENLH/12/1995, regarding the quality standards of liquid waste for hospital activities, hospitals are required to provide the facilities for managing the liquid and solid waste so all of the wastes that want to be thrown into the public channels that fulfilled the waste quality standard that already determined according to applicable regulations. Harapan Bunda Hospital already had a WWTP system which according to the regulations has fulfill the standards and based on the evaluation results of each WWTP unit, the percent efficiency of BOD removal in sedimentation, aerobic, anaerobic, and chlorination units are 6.38%, 13.63%, 21.05%, and 16.66%, respectively. The percent COD removal efficiency in sedimentation, aerobic, anaerobic, and chlorination basins is 17.26%, 6.77%, 16.56%, and 17.35%, respectively. The percent removal efficiency of TSS in sedimentation, aerobic, anaerobic, and chlorination units are 26.87%, 10.20%, 15.91%, and 5.40%, respectively. The time of retention in inlet, collector, sedimentation, aerobic, anaerobic and chlorination tanks was 1.8 hours; 1.6 hours; 3.88 hours; 1.8 hours, 1.8 hours and 98.4 minutes in a row with design criteria for minimum consecutive retention times of 6 hours; 6 hours, 1.5 hours, 2 hours, 3 hours, and 10 minutes. The performance of the WWTP at Harapan Bunda Hospital in waste treatment is considered good, as the outlet has met the quality standards outlined in Permen LHK No. 68 of 2016. This indicates that the parameters in the wastewater, other than the TSS parameter, meet the quality standards. Therefore, it can be concluded that the WWTP at the hospital needs to increase the effectiveness of treatment in the sedimentation basin to reduce TSS levels in the waste. Apart from the TSS parameter, other parameters are deemed safe for disposal in the next water body and will not cause environmental damage.
