Abstract

Daya saing sebuah komoditas diperlukan agar bisa bertahan di era pasar global. Salah satu produk pertanian pada sub sektor peternakan adalah susu. Susu sapi perah merupakan komoditas pertanian pada sub sektor peternakan yang layak dikembangkan dan diperdagangkan secara global. Tingkat konsumsi susu terus bertambah tetapi belum bisa diimbangi oleh produksi susu domestik. Kabupaten Pasuruan merupakan daerah dengan populasi sapi perah terbesar di Indonesia yang berada di Provinsi Jawa Timur. Berdasarkan hal tersebut tujuan dari penelitian ini adalah menganalisis daya saing susu sapi perah, dampak kebijakan pemerintah terhadap usaha ternak sapi perah, serta sensitivitas daya saing susu sapi perah di lokasi penelitian. Policy Analysis Matrix (PAM) menjadi alat analysis yang digunakan untuk mengetahui ketiga hal tersebut. Penelitian ini menggunakan data primer melalui wawancara langsung dengan peternak sapi perah di Kecamatan Lekkok, Kabupaten Pasuruan dengan jumlah responden sebanyak 50 peternak sebagai sampel. Hasil penelitian menunjukkan bahwa daya saing komoditas sapi perah di Kabupaten Pasuruan memiliki keunggulan kompetitif dan keunggulan komparatif. Artinya sumberdaya alam dalam negeri mampu memproduksi susu sapi perah dan susu tersebut dapat bersaing dengan komoditas susu segar dari Negara lain. Indikator dampak kebijakan memperlihatkan bahwa kebijakan pemerintah lebih dominan melindungi konsumen susu daripada peternak sapi perah. Hal ini ditunjukkan dengan harga susu segar yang masih rendah dibandingkan harga sosialnya. Sensitivitas daya saing susu sapi perah tetap memiliki keunggulan kompetitif dan keunggulan komparatif ketika nilai tukar rupiah melemah terhadap dollar ditingkat 10% dan 20%.

English Abstract

The competitiveness of a commodity is required in order to survive in the global market era. One of the agricultural products in the livestock sub-sektor is milk. Dairy milk is an agricultural commodity in the livestock sub-sektor that is worth developing and trading globally. The level of milk consumption continues to grow but cannot be matched by domestik milk production. Pasuruan Regency is an area with the largest dairy cattle population in Indonesia, located in East Java Province. According to the purpose of this study is to analyze the competitiveness of dairy milk, the impact of government policies on dairy farming, and the sensitivity of dairy milk competitiveness in the research location. Policy Analysis Matrix (PAM) is the analysis tool used to determine these three things. This study used primary data through direct interviews with dairy farmers in Lekkok District, Pasuruan Regency with a total of 50 farmers as samples. The results showed that the competitiveness of dairy commodities in Pasuruan Regency has a competitive advantage and comparative advantage. This means that domestik natural resources are able to produce dairy milk and the milk can compete with fresh milk commodities from other countries. Policy impact indicators show that government policies are more dominant in protecting milk consumers than dairy farmers. This is indicated by the price of fresh milk which is still low compared to the social price. Dairy milk competitiveness sensitivity still has a competitive advantage and comparative advantage when the rupiah exchange rate weakens against the dollar at 10% and 20%.
