Abstract
Dana desa telah mengubah pola desentralisasi di Indonesia. Desa telah menjadi subjek Pembangunan alih-alih hanya sebagai objek Pembangunan. Penelitian ini menganalisis pengaruh dana desa terhadap kesejahteraan (yang diproksikan melalui data Tingkat kemiskinan, kesenjangan, dan Pembangunan inklusif) pada 434 kabupaten/ kota dalam rentang waktu 2015 sampai dengan 2021. Data dana desa dan tiga proksi kesejahteraan dianalisis menggunakan panel data dinamis dengan pendekatan Generalized Method of Moments (GMM). Hasil studi menunjukkan bahwa dana desa memiliki pengaruh yang signifikan pada Tingkat kemiskinan pada lag tahun pertama dan lebih signifikan pada lag tahun kedua tetapi tidak ada pengaruh signifikan pada kesenjangan dan Pembangunan inklusif. Hasil studi ini dapat membantu memahami peran dana desa dan pemerintah pusat dalam konteks institusionalisme dan tata kelola dari belanja dana desa serta peran local actors dari local development.
English Abstract
Village Fund has revolutionised the way decentralisation works in Indonesia. Villages now become the subject of development instead of an object of development. This paper examined the effects of Village Fund allocation to the welfare (which is proxied by poverty rate, inequality, and inclusive growth) in the 434 districts/ cities of Indonesia between 2015 to 2021. The data on Village Fund and the three proxies of welfare is analysed using dynamic panel data with the Generalized Method of Moments (GMM) approach. We found that the Village Fund variable has a significant relationship to poverty rate at the first and second lagged year but there is no significant relationship to inequality and inclusive growth. These results help to understand the role of Village Fund and the central government in context of institutionalism and governance of Village Fund expenditure and the role of local actors of local development.
