Abstract

Pemerintah menggerakkan program wajib literasi yakni program Gerakan Literasi Sekolah (GLS) yang didasarkan dengan Peraturan Menteri Pendidikan dan Kebudayaan Nomor 23 Tahun 2015 Tentang Penumbuhan Budi Pekerti. Smart Library SDN Model Kota Malang menciptakan program inovasi sebagai bentuk penunjang GLS. Tujuan penelitian ini adalah mengetahui, mendeskripsikan dan menganalisis implementasi program inovasi pada Smart Library SDN Model Kota Malang serta faktor pendukung dan faktor penghambatnya. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Penentuan informan pada wawancara menggunakan metode Snowball Sampling. Analisis data yakni pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa implementasi program inovasi pada Smart Library SDN Model Kota Malang yang ditinjau melalui teori implementasi kebijakan oleh Edward III belum berjalan secara maksimal. Hal ini dikarenakan Smart Library SDN Model Kota Malang telah mengimplementasikan model kebijakan yakni indikator komunikasi dan sumber daya, namun pada indikator disposisi dan struktur birokrasi belum diimplementasikan. Faktor pendukung yakni adanya sosialisasi program, tersedianya anggaran perpustakaan, ketersediaan fasilitas yang memadai, kompetensi staf perpustakaan, adanya kebijakan pemerintah, adanya peluang pendidikan non formal bagi staf. Faktor penghambat yakni penyebaran informasi belum maksimal, hanya ada satu staf yang aktif, adanya fasilitas yang tidak layak digunakan, tidak adanya SOP khusus, kerjasama dengan pihak eksternal belum memenuhi kebutuhan siswa/siswi.

English Abstract

The government drives a compulsory literacy program, Gerakan Literasi Sekolah (GLS) program, which is based on the Minister of Education and Culture Regulation Number 23 of 2015 concerning ethics. Smart Library SDN Model Malang City created an innovation program as a form of supporting GLS. The purpose of this research is to know, describe and analyze the implementation of innovation programs at the Smart Library SDN Model Malang City as supporting factors and inhibiting factors. This research uses descriptive qualitative research. Data collection was conducted through observation, interviews, and documentation. The determination of informants in the interview used the snowball sampling method. Data analysis used data collection, data condensation, data presentation, and conclusion drawing. The results of this study indicate that the implementation of the innovation program at the Smart Library SDN Model Malang City which is reviewed through the theory of policy implementation by Edward III has not run optimally. This is because it has implemented the policy model, namely communication and resource indicators, but the disposition and bureaucratic structure indicators have not been implemented. Supporting factors are the socialization of the program, the availability of particular budgets, adequate facilities, the competence of library staff, the existence of government policies and the existence of non-formal education opportunities for staff. The inhibiting factors are the dissemination of information has been maximized, there is only one active staff, there is no specific SOP, and cooperation with external parties has not met the needs of students.
