English Abstract
The Jemput Bola Program is a population document management service program carried out by the Malang City Population and Civil Registration Service. This program has been around since 2014 and was intensified in 2017. This program is held in public places, such as hospitals, schools, shopping centers, etc. This program refers to Law number 24 of 2013 concerning Population Administration. This research aims to describe, explain and analyze the implementation of the Jemput Bola program at the Malang City Population and Civil Registration Service. The authors also identify supporting and inhibiting factors in the implementation of this program. This research use desciptive qualitative approach. This research is limited by several focuses, namely: (1) compatibility between the program and the target group, (2) compatibility between the program and the implementing organization, (3) compatibility between the target group and the implementing organization, (4) supporting and inhibiting factors for the Jemput Bola program. Based on the phenomena that occurred, the researcher used the implementation model theory from David C. Korten by applying several elements, namely; (1) Compatibility between the program and the target group (consisting of program objectives, budget, and strategy in the program). (2) Compatibility between the program and the implementing organization (consisting of the human resources involved, SOPs, and implementation management. (3) Compatibility between the target group and the implementing organization (conformity between decisions determined by the implementing organization). Based on the results of research that has been carried out, it can be seen that there are still shortcomings in the implementation of Jemput Bola at the Population and Civil Registration Service of Malang City. However, the implementation of the Jemput Bola program continues to run well and there have never been serious problems that have had an impact on stopping the program. In the implementation of Jemput Bola at the Population and Civil Registration Service Malang City Civil Registration also has supporting and inhibiting factors that influence the running of the program.
