Abstract

Program Rumah Bertumbuh dilatarbelakangi oleh rasa kekhawatiran Pemerintah Desa Tembok dalam melihat fenomena pemutusan hubungan kerja (PHK) dikala Covid-19. Banyak masyarakat produktif Desa Tembok menjadi kehilangan kepercayaan diri, penghargaan atas kemampuan dirinya, bahkan menjadi tidak mandiri lagi, karena fenomena alih profesi menjadi penjudi dan pembalap liar. Kehadiran Program Rumah Bertumbuh ini dimaksudkan sebagai kegiatan penyeimbang untuk masyarakat agar mampu berdaya saing luas kembali, dengan melibatkan berbagai mitra yang ada. Guna mengkaji pelaksanan program tersebut, penelitian ini menggunakan teori ACTORS yang diperkenalkan oleh Cook dan Macaulay tahun (1996) sebagai pisau analisis utama penelitian. Dalam penelitian ini, peneliti menggunakan metode penelitian kualitatif studi kasus dengan menggunakan purposive sampling dalam penentuan target informan yang akan diwawancarai secara mendalam. Metode ini pilih karena dipahami mampu memberikan apresiasi kepada informan penelitian, karena memandang informan sebagai subjek bukan objek dalam penelitian yang sedang dijalankan. Mengacu dari hasil wawancara terhadap 10 informan yang didukung oleh hasil observasi partisipatif dan dokumentasi sebagai data sekunder didapatkan hasil bahwa pelaksanaan Program Rumah Bertumbuh sudah berjalan dengan efektif. Namun sebagai program yang baru berjalan kurang dari 3 tahun, hasil luaran yang didapatkan belum secara optimal dapat terlihat. Diperlukan komitmen dan keseriusan dari beragam elemen secara holistik untuk mendukung keterlaksanaan program Rumah Bertumbuh. Disamping itu, Pemerintah Desa perlu untuk menguatkan payung kebijakan keterlaksanaan program, yang mana saat ini Program Rumah Bertumbuh baru didukung oleh Keputusan Perbekel No. 16 b Tahun 2022 sebagai dasar pelaksanaannya.

English Abstract

Rumah Bertumbuh program was motivated by the concerns of the Tembok Village Government regarding the phenomenon of layoffs (PHK) during Covid-19. Many of the productive residents of Tembok Village have lost self-confidence, appreciation for their abilities, and even become no longer independent, due to the phenomenon of changing professions to become gamblers and illegal racers. The presence of the Rumah Bertumbuh Program is intended as a balancing activity for the community to be able to become widely competitive again, by involving various existing partners. In order to study the implementation of this program, this research uses the ACTORS theory introduced by Cook and Macaulay in (1996) as the main research analysis tool. In this research, the researcher used a qualitative case study research method using purposive sampling to determine the target informants who would be interviewed in depth. This method was chosen because it is understood to be able to provide appreciation to research informants, because it views informants as subjects, not objects in the research being carried out. Referring to the results of interviews with 10 informants which were supported by the results of participatory observation and documentation as secondary data, the results showed that the implementation of the Rumah Bertumbuh Program had been running effectively. However, as a program that has only been running for less than 3 years, the results obtained cannot yet be seen optimally. Commitment and seriousness from various elements are needed holistically to support the implementation of the Rumah Bertumbuh program. Apart from that, the Village Government needs to strengthen the policy umbrella for program implementation, which currently the new Rumah Bertumbuh Program is supported by Perbekel Decree No. 16 b of 2022 as the basis for implementation.
