Abstract

Lokasi bermukim merupakan salah satu hal yang dipertimbangkan oleh masyarakat dalam mendirikan hunian. Lokasi bermukim dapat mempengaruhi kelayakan sebuah hunian. Pada dasarnya, setiap negara berkewajiban untuk menjamin hak setiap warganya untuk dapat menempati rumah layak huni. Namun, di Indonesia masih banyak tersebar permukiman kumuh bahkan berdiri pada tanah ilegal yang menandakan bahwa permukiman tersebut tidak layak huni, salah satunya permukiman kumuh ilegal kawasan DAS Bango Kota Malang. Permukiman tersebut dihuni oleh masyarakat berpenghasilan rendah yang tidak mampu dalam menjangkau harga perumahan yang tinggi di Kota Malang, sehingga memilih menempati lahan ilegal untuk menunjang kebutuhan perumahan. Hal tersebut menandakan adanya permasalahan tingkat keterjangkauan masyarakat berpenghasilan rendah di Kota Malang dalam membeli perumahan. Penelitian ini bertujuan untuk mengidentifikasi tingkat keterjangkauan perumahan bagi masyarakat berpenghasilan rendah pada kawasan kumuh ilegal DAS Bango, serta mengidentifikasi lokasi yang sesuai dengan tingkat keterjangkauan perumahan MBR kawasan kumuh ilegal DAS Bango Kota Malang. Identifikasi tingkat keterjangkauan perumahan bagi MBR dilakukan dengan analisis keterjangkauan perumahan yang terdiri dari perhitungan residual income affordability, income affordability, repayment affordability, dan housing transportation affordability, serta analisis clustering. Sedangkan lokasi bermukim bagi MBR diidentifikasi menggunakan analisis overlay, dan analisis network. Adapun hasil dari penelitian ini yakni sebanyak 77,57% MBR Kawasan DAS Bango hanya mampu membeli rumah subsidi pada kelas harga lahan paling rendah, sedangkan 22,43% sisanya tidak mampu dalam membeli rumah subsidi bahkan pada harga paling rendah di Kota Malang. Selain itu, rekomendasi lokasi paling potensial bagi MBR kawasan kumuh ilegal DAS Bango yakni berada di Kelurahan Gadang dari segi ketersediaan lahan, keterjangkauan, dan aksesibilitas lokasi ke pusat kota.

English Abstract

The location of the settlement is one of the things considered by the community in establishing housing. Settlement location can affect the feasibility of a dwelling. Essentially, every country is obliged to guarantee the right of every citizen to occupy a livable house. However, in Indonesia, there are still many slums scattered and even standing on illegal land which indicates that these settlements are not livable. One of them is the illegal slum in the Bango Watershed Area in Malang City. These settlements are inhabited by low-income families who are unable to afford the high housing prices in Malang City, thus choosing to occupy illegal land to support housing needs. This indicates a problem with the level of affordability of low-income families in Malang City in buying houses. This study aims to identify the level of affordability of housing for low-income families in the illegal slum area of Bango watershed and identify locations that are by the level of affordability of low-income families housing in the illegal slum area of Bango watershed Malang City. Identification of the level of affordability of housing for low-income families is done by analyzing housing affordability which consists of calculating residual income affordability, income affordability, repayment affordability, and housing transportation affordability, as well as clustering analysis. While the location of housing for low-income families is identified using overlay analysis, and network analysis. The results of this study are that 77.57% of low-income families in the Bango Watershed Area can only afford to buy subsidized houses in the lowest land price class, while the remaining 22.43% cannot afford to buy subsidized houses even at the lowest price in Malang City. In addition, the most potential location recommendation for low-income families in the illegal slum area of Bango Watershed is in Gadang Village in terms of availability, affordability, and accessibility to the city center.
