Abstract

Tebu merupakan komoditas perkebunan yang digunakan sebagai bahan baku gula kristal putih dan gula merah. Kebutuhan gula pada tahun 2022 tidak dapat terpenuhi oleh produksi gula tebu nasional sehingga Indonesia melakukan impor dari beberapa negara. Produktivitas tebu di Indonesia belum mencapai produktivitas potensialnya di tahun 2022 yang berkisar antara 70-100 ton/ha. Desa Tumpukrenteng merupakan salah satu sentra tebu di Kecamatan Turen. Beberapa permasalahan yang ditemukan di desa ini antara lain penggunaan input tidak optimal dan tidak sesuai dosis, kurangnya kualitas sumber daya manusia, dan penerapan sistem tanam keprasan maupun putus akar. Tujuan penelitian ini, yaitu menganalisis faktor produksi yang memengaruhi produksi tebu, menganalisis efisiensi teknis, dan menganalisis faktor sosial ekonomi yang memengaruhi efisiensi teknis usahatani tebu di Desa Tumpukrenteng, Kecamatan Turen, Kabupaten Malang. Pendekatan yang digunakan, yaitu metode penelitian kuantitatif. Penentuan lokasi penelitian dilakukan secara purposive. Teknik sampling yang digunakan, yaitu simple random sampling. Jumlah sampel yang digunakan pada penelitian ini sebanyak 38 responden. Pengumpulan data diambil dari dua sumber, yaitu data primer dan sekunder. Metode analisis data yang digunakan, yaitu Stochastic Frontier Analysis (SFA) untuk menjawab tujuan pertama dan kedua yang dianalisis menggunakan software Frontier 4.1c dan analisis regresi tobit untuk menjawab tujuan ketiga yang dianalisis menggunakan software STATA 14. Hasil penelitian menunjukkan karakteristik petani tebu rata-rata berumur 56 tahun, rata-rata lama pendidikan 10 tahun, rata-rata pengalaman usahatani 31 tahun, rata-rata jumlah tanggungan keluarga 2 orang, didominasi sistem tanam keprasan, dan rata-rata frekuensi keprasan sebanyak 9 kali. Hasil penelitian menggunakan SFA menunjukkan faktor produksi yang berpengaruh signifikan terhadap produksi tebu antara lain luas panen, pupuk kimia, dan tenaga kerja. Kemudian, nilai rata-rata efisiensi teknis usahatani tebu adalah 76% sehingga masih berpeluang untuk meningkatkan efisiensi teknis sebanyak 24%. Hasil penelitian menggunakan analisis regresi tobit menunjukkan faktor sosial ekonomi yang berpengaruh signifikan antara lain lama pendidikan, pengalaman usahatani, jumlah tanggungan keluarga, dan dummy sistem tanam. Adapun saran bagi beberapa pihak, yaitu bagi petani disarankan untuk menggunakan input sesuai rekomendasi. Kemudian, disarankan untuk petani yang langsung melakukan putus akar agar melakukan kepras terlebih dahulu. Bagi pemerintah, disarankan untuk melaksanakan program pelatihan terkait teknologi pertanian. Bagi penelitian selanjutnya, disarankan untuk menganalisis efisiensi alokatif dan ekonomi pada usahatani tebu di Desa Tumpukrenteng serta dapat menganalisis faktor sosial ekonomi lainnya.

English Abstract

Sugarcane is a commodity that can be used as a raw material for white crystal sugar and brown sugar. The demand for sugar in 2022 cannot be fulfilled by national sugarcane production, so Indonesia imports from several countries. Sugarcane productivity in Indonesia has not reached its potential productivity in 2022 which ranges from 70-100 tons/ha. Tumpukrenteng Village is one of the sugarcane centers in Turen District. Some of the problems found in this village are the use of inputs not optimal and not following the dosage, the low quality of human resources, and the implementation of the ratoon cane and root cut cropping systems. The purpose of this research are to analyze production factors that affect sugarcane production, analyze technical efficiency, and analyze socio economic factors that affect the technical efficiency of sugarcane farming in Tumpukrenteng Village, Turen District, Malang Regency. The approach used is a quantitative research method. The research location was determined purposively. The sampling technique used is simple random sampling. Total sample in this research is 38 respondents. Data collection are collected from two sources, which are primary and secondary data. The data analysis method used, which are Stochastic Frontier Analysis (SFA) to answer the first and second purpose analyzed using Frontier 4.1c software and tobit regression analysis to answer the third purpose analyzed using STATA 14 software. The results showed that the characteristics of sugarcane farmers were on average 56 years old, the average education length is 10 years, the average farming experience is 31 years, the average number of family dependents is 2 person, the dominant cropping system is ratoon cane, and the average frequency of ratoon cane is 9 times. The results of research using SFA show that production factors that have a significant effect on sugarcane production are land area, chemical fertilizer, and labor. Then, the average value of technical efficiency of sugarcane farming is 76% so it is possible to increase technical efficiency by 24%. The results of research using tobit regression analysis show that socio economic factors that have a significant effect are education length, farming experience, number of family dependents, and dummy cropping system. The suggestions for several parties are for farmers to use inputs based on recommendations. Then, it is suggested that farmers who immediately root cut should still do the ratoon cane. For the government, it is suggested to execute training programs related to agricultural technology. For the next research, it is suggested to analyze the allocative and economic efficiency of sugarcane farming in Tumpukrenteng Village and can analyze other socio economic factors.
