Abstract
Universitas XYZ merupakan perguruan tinggi swasta yang terletak di Kabupaten Kediri. Dalam Universitas XYZ terdapat bagian keuangan yang disebut sebagai Direktorat Sumberdaya dan keuangan (DSDK). Bidang keuangan memegang peranan penting dari sisi finansial terhadap aktivitas operasional organisasi. Akan tetapi, dalam aktivitasnya seringkali mengalami permasalahan dikarenakan belum adanya Standard Operating Procedure (SOP) yang telah di eksplisitkan dengan lengkap sehingga terdapat beberapa aktivitas yang minim standarisasi proses dan berakibat inefisiensi proses. Proses bisnis saat ini atau yang disebut sebagai istilah as-is perlu dianalisis dengan harapan mampu menghasilkan rekomendasi proses bisnis usulan atau yang disebut sebagai to-be. Untuk menghasilkan rekomendasi proses bisnis usulan (to-be), dilakukan proses perancangan ulang proses bisnis (redesign) menggunakan Heuristic Business Process Redesign dan evaluasi proses menggunakan Model-based Integrated Process Improvement (MIPI) sebagai sebuah kerangka kerja yang bertujuan menganalisis aktivitas dalam proses bisnis, artefak proses bisnis saat ini disusun dengan konsep koreografi proses bisnis dengan memodelkan hingga menjadi notasi Business Process Model Notation (BPMN), Berdasarkan hasil penelitian terdapat tiga proses bisnis saat ini yaitu pada proses bisnis pengiriman tagihan UKT, Negosiasi UKT dan penyusunan laporan Rancangan Anggaran Belanja Bulanan (RAB) menjadi lebih ringkas. Hasil analisis dan evaluasi memberikan rekomendasi proses bisnis menggunakan Heuristic Business Process Redesign dengan lima best practice diantaranya Task automation/Integral Technology, Contact Reduction, Activity Elimination, Control Addition dan Control Relocation. Berdasarkan analisis waktu usulan proses bisnis pembayaran UKT milestone pengiriman tagihan UKT lebih cepat 20% dan milestone menerima bukti pembayaran UKT lebih cepat 69% dikarenakan adanya otomasi dengan sistem pembayaran, usulan proses bisnis negosiasi UKT lebih cepat 50% dan penambahan SOP berupa penyertaan data dukung yang cukup, usulan proses bisnis penyusunan laporan anggaran belanja bulanan (RAB) dalam milestone pengumpulan proposal lebih cepat 3,4% dengan standarisasi dokumen pengajuan proposal anggaran belanja.
English Abstract
XYZ University is a private university located in Kediri Regency. In XYZ University there is a financial section called the Directorate of Resources and Finance (DSDK). The financial sector plays an important role from the financial side of the organization's operational activities. However, in its activities it often experiences problems due to the absence of a Standard Operating Procedure (SOP) that has been explicitly completed so that there are several activities that lack process standardization and result in process inefficiencies. Current business processes or what is referred to as the term as-is need to be analyzed in the hope of being able to produce recommendations for proposed business processes or what is referred to as to-be. To produce recommendations for the proposed business process (tobe), a business process redesign process is carried out using Heuristic Business Process Redesign and process evaluation using Model-based Integrated Process Improvement (MIPI) as a framework aimed at analyzing activities in business processes, current business process artifacts are compiled with the concept of business process choreography by modeling them into Business Process Model Notation (BPMN) notations, Based on the results of the research, there are three current business processes, namely in the business process of sending UKT bills, UKT Negotiations and preparing Monthly Budget Draft (RAB) reports to be more concise. The results of the analysis and evaluation provide business process recommendations using Heuristic Business Process Redesign with five best practices including Task automation/Integral Technology, Contact Reduction, Activity Elimination, Control Addition and Control Relocation. Based on the time analysis, the proposed business process of UKT payment milestone is 20% faster and the milestone of receiving proof of UKT payment is 69% faster due to automation with the payment system, the proposed business process of UKT negotiation is 50% faster and the addition of SOPs in the form of inclusion of sufficient supporting data, the proposed business process of preparing monthly budget reports (RAB) in the milestone of collecting proposals is 3.4% faster with standardization of documents for submitting budget proposals.
