Abstract

Indonesia menempati peringkat pertama sebagai negara dengan tingkat pengangguran tertinggi di Asia Tenggara. Tingginya angka pengangguran tersebut mengindikasikan tingkat pendidikan Indonesia yang belum mampu menyiapkan mahasiswa untuk memasuki pasar kerja. Pemerintah merespons kondisi tersebut dengan meluncurkan Program MSIB (Magang dan Studi Independen Bersertifikat) sebagai wadah mahasiswa untuk mempersiapkan karir yang komprehensif. Program tersebut menarik perhatian publik dan menghasilkan beragam opini di sosial media. Salah satu sosial media yang memiliki pengguna tertinggi adalah Twitter. Penelitian ini bertujuan untuk menghasilkan akar permasalahan dari topik yang diidentifikasi melalui metode DBSCAN (Density-Based Spatial Clustering of Application with Noise). Data tweets yang digunakan sebesar 13.236 yang didapatkan dari metode crawling. Data tersebut menghasilkan 20 cluster dengan nilai silhouette coefficient sebesar 0.426. Topik yang berhasil diidentifikasi dari hasil clustering yaitu manfaat program MSIB yang memberikan kesempatan mahasiswa untuk belajar di luar program studi, ajakan mengikuti program, proses pendaftaran program, proses seleksi, penugasan yang diberikan pada pelaksanaan program, dan pencairan BBH. Berdasarkan topik tersebut, akar permasalahan yang ditemukan yaitu ketidakdisiplinan mahasiswa dalam mengurus persyaratan untuk mendaftar program MSIB, ketidakmatangan mahasiswa dalam mempersiapkan keterampilan untuk mengikuti program MSIB, ketidaktransparan mitra mengenai tahapan seleksi, ketidakpedulian pihak kampus untuk membantu mahasiswa dalam mengikuti program MSIB, ketidakmatangan perencanaan program MSIB, dan ketidaktegasan Tim MSIB untuk menegur pihak mitra dan pihak kampus yang tidak sesuai dengan kebijakan yang sudah diatur.

English Abstract

Indonesia ranks as the country with the highest unemployment rate in Southeast Asia. The high unemployment rate indicates that Indonesia's education level has not been able to prepare students to enter the job market. The government responded to this condition by launching the MSIB (Internship and Certified Independent Study) Program as a forum for students to prepare for a comprehensive career. The program attracted public attention and generated various opinions on social media. One of the social media that has the highest users is Twitter. This research aims to generate root causes of the identified topics through the DBSCAN (Density-Based Spatial Clustering of Application with Noise) method. The tweets data used amounted to 13,236 obtained from the crawling method. The data produced 20 clusters with a silhouette coefficient value of 0.426. The topics identified from the clustering results are the benefits of the MSIB program which provides opportunities for students to study outside the study program, invitations to join the program, the program registration process, the selection process, the assignments given in the implementation of the program, and the disbursement of BBH. Based on these topics, the root causes of the problems found are student indiscipline in taking care of the requirements to register for the MSIB program, student's immaturity in preparing skills to take part in the MSIB program, the partner's untransparency regarding the selection stages, the indifference of the campus to help students in participating in the MSIB program, the immaturity of the MSIB program planning, and the MSIB Team's indecisiveness to reprimand partners and campus parties who are not in accordance with the regulated policies.
