Abstract

Jalan merupakan suatu sarana komunikasi masyarakat yang memiliki peranan vital dalam berlangsungnya aktivitas masyarakat sehari-hari untuk mencapai kepentingannya. Didalam penyelenggaraan lalu lintas tersebut, tentu saja tidak selalu lancar dan masih memiliki banyak hambatan. Di Kota Malang, kondisi penyelenggaraan lalu lintas belum cukup baik dikarenakan masih banyak pelanggaran lalu lintas yang masih dilakukan oleh sebagian besar masyarakat, yang juga pada akhirnya berpengaruh terhadap meningkatnya angka kecelakaan lalu lintas di Kota Malang. Meningkatnya angka kecelakaan lalu lintas tersebut dipengaruhi oleh beberapa faktor, yang mana menurut data dari Unit Laka Lantas Satlantas Polresta Malang Kota mencakup pengaruh dari sumber daya masyarakat yang kurang menyadari akan ketentuan-ketentuan hukum. Salah satu peraturan yang mengatur tentang penyelenggaraan lalu lintas di Kota Malang yakni dituangkan didalam Peraturan Walikota Kota Malang Nomor 6 Tahun 2011 Tentang Kawasan Tertib Lalu Lintas. Didalam penelitian ini, larangan yang dituangkan didalam Pasal 14 Peraturan Walikota Kota Malang Nomor 6 Tahun 2011 Tentang Kawasan Tertib Lalu Lintas, diketahui masih belum banyak dipatuhi oleh masyarakat, sehingga berpengaruh pada peningkatan angka kecelakaan lalu lintas. Oleh karena itu, Polresta Malang Kota bersama Pemerintah Kota Malang berupaya dalam mengatasi hal tersebut, yang mana berkolaborasi dalam pelaksanaan kegiatan sosialisasi mengenai pengetahuan terhadap tertib berlalu lintas, melangsungkan kegiatan Polisi RW dengan tujuan pemberdayaan masyarakat dari wilayah terkecil untuk membentuk pola pikir dan wawasan masyarakat tentang beretika saat berkendara, dan upaya lainnya yang berbentuk himbauan di titik kawasan rawan terjadinya kecelakaan dengan tujuan agar masyarakat selalu berhati-hati saat berkendara di jalan raya.

English Abstract

The road is a means of public communication that has a vital role in carrying out daily community activities to achieve their interests. In managing the traffic, of course it is not always smooth and there are still many obstacles. In Malang City, the condition of traffic management is not good enough because there are still many traffic violations that are still being committed by the majority of the community, which also ultimately affects the increase in the number of traffic accidents in Malang City. The increasing number of traffic accidents is influenced by several factors, which according to data from the Malang City Police Traffic of Traffic Unit includes the influence of community resources that are less aware of legal provisions. One of the regulations governing the implementation of traffic in Malang City is contained in the Malang City Mayor Regulation Number 6 of 2011 concerning Orderly Traffic Areas. In this study, it is known that the prohibition contained in Article 14 of Malang City Mayor Regulation Number 6 of 2011 concerning Traffic Orderly Areas, it is known that the community has not yet widely complied with, so that it has an effect on increasing the number of traffic accidents. Therefore, the Malang City Police together with the Malang City Government are trying to overcome this, which collaborates in implementing socialization activities regarding knowledge of orderly traffic, carrying out RW Police activities with the aim of empowering communities from the smallest areas to shape people's mindsets and insights about ethical behavior when driving, and other efforts in the form of appeals to areas prone to accidents with the aim that people are always careful when driving on the highway.
