Abstract

Perilaku tidak memilih terjadi pada setiap kali pemilihan umum di Indonesia. Demikian juga di Kabupaten Malang, khususnya pada pemilihan kepala daerah tahun 2020. Tercatat sebanyak 840.000 ribu orang atau 42,2 persen dari jumlah daftar pemilih tetap (DPT) yang tidak menggunakan hak pilihnya. Pada salah satu Tempat pemungutan suara (TPS) jumlah pemilih yang tidak mencoblos mencapai 82 persen dari jumlah DPT. Karena hanya sekitar 18 persen yang menggunakan hak pilihnya. Pemilih yang terdaftar di TPS tersebut merupakan anggota Persit (persatuan istri TNI AD). Persit yang masih berstatus sebagai warga sipil masih memiliki hak pilih dalam pemilu. Berbeda dengan suami yang menurut UU Nomor 34 tahun 2004 tentang TNI, bahwa tidak diperbolehkan terlibat politik praktis. Apakah kedudukan suami sebagai warga negara yang tidak memiliki hak pilih ikut memengaruhi perilaku tidak memilih istri? Atau terdapat faktor lain yang memengaruhi perilaku tidak memilih Persit? Penelitian ini merupakan jenis penelitian kualitatif. Menggunakan metode studi kasus dari Robert K Yin. Terdapat empat pendekatan konsep perilaku tidak memilih yang dikemukakan oleh Rusk dan Regsdale (1993). Pendekatan demografis, pendekatan psikologi, pendekatan kontekstual dan pendekatan rasional. Berdasarkan hasil penelitian, pendekatan demografis tidak relevan dengan perilaku tidak memilih persit. Tidak terdapat keterkaitan tingkat Pendidikan dengan perilaku tidak memilih anggota Persit. Sedangkan berdasarkan pendekatan psikologi, persit tidak memilih dikarenakan tidak merasa tertarik dan apatis terhadap pemilu. Pada pendekatan kontekstual, diketahui bahwa perilaku tidak memilih Persit dipengaruhi oleh kurangnya sosialisasi dari KPU. Terakhir yakni pendekatan pilihan rasional, diamana alasan persit tidak ikut memilih karena Persit tidaki memperoleh manfaat dan kepentingan dari pemilu. Penelitian ini memberikan implikasi akademik memperluas pendekatan pada konsep perilaku memilih. Pertama adanya efek status suami sebagai TNI yang tidak memiliki hak pilih dalam perilaku tidak memilih anggota Persit. Selain itu, lingkungan tempat tinggal sekitar memiliki peran besar dalam membentuk perilaku tidak memilih Persit. Kedua, antara asal daerah dan keputusan tidak menggunakan hak pilih memiliki keterkaitan. Bagi Persit yang merupakan pendatang menganggap bahwa Pilkada Kabupaten Malang bukan menjadi urusannya. Karena mereka bukan orang Malang dan hanya menetap sementara waktu. Maka dari itu, KPUD Kabupaten Malang sangat perlu untuk memberikan edukasi dan sosialisasi secara langsung kepada Persit di Batalyon X (samaran). Agar tetap ikut menggunakan hak pilihnya saat pemilihan umum. Kemduian Persit juga harus tetap mendorong anggotanya untuk ikut berpartisipasi dalam pemilu.

English Abstract

Non-voting behavior occurs at every general election in Indonesia. Likewise in Malang Regency, especially in the 2020 regional head election. As many as 840,000 people or 42.2 percent of the total final voter list (DPT) were recorded as not exercising their right to vote. At one of the polling stations (TPS), the number of voters who did not vote reached 82 percent of the total DPT. Because only about 18 percent exercised their right to vote. Voters registered at TPS are members of Persit (Indonesian Army Wife's Association). Persit who is still a civilian still has the right to vote in elections. In contrast to husbands according to Law Number 34 of 2004 concerning the TNI, that it is not permissible to be involved in practical politics. Does the husband's position as a citizen who does not have the right to vote influence his wife's non-voting behavior? Or are there other factors that influence the behavior of not choosing Persit? This research is a type of qualitative research. Using the case study method from Robert K Yin. There are four approaches to the concept of non-selective behavior proposed by Rusk and Regsdale (1993). Demographic approach, psychological approach, contextual approach and rational approach. Based on the results of the study, the demographic approach is irrelevant to the behavior of not voting for Persit, for example there is no relationship between education level and the behavior of not choosing Persit members. Meanwhile, based on a psychological approach, Persit does not vote because he does not feel interested and apathetic towards elections. Then through a contextual approach, the cause of the behavior of not voting persit is due to the lack of socialization from the KPU. Lastly, the rational choice approach, the reason why voters do not vote is because they do not feel they are getting the benefits and interests of elections. This research provides academic implications of extending the approach to the concept of voting behavior. First, there is the effect of the husband's status as a TNI who does not have the right to vote in the behavior of not voting for Persit members. In addition, the surrounding environment has a big role in shaping the behavior of non-voting Persit. Second, there is a connection between the region of origin and the decision not to use the right to vote. For Persit, who is a foreigner, he thinks that the regional election for Malang Regency is not his business. Because they are not Malang people and only stay temporarily. Therefore, Malang Regency KPUD needs to provide education and outreach directly to Persit in Battalion X (pseudonym). To continue to exercise their right to vote in general elections. Persit must also continue to encourage its members to participate in elections.
