Abstract

Sektor pariwisata merupakan salah satu sektor yang dapat membangkitkan perekonomian pasca Covid-19. Pemerintah mengembangkan program Destinasi Super Prioritas dalam rangka menfokuskan pada pengembangan pariwisata. Salah stau kawasan DSP yaitu terdapat di Candi Borobudur. Guna mendukung program tersebut, pembangunan alternatif wisata di sekitarnya juga perlu dilakukan salah satunya dengan pengembangan pengelolaan desa wisata. Pengelolaan desa wisata tentu tidak dapat berjalan sendiri, sehingga membutuhkan kolaborasi dengan berbagai pihak. Konsep pentahelix merupakan kolaborasi antara lima stakeholders yaitu pemerintah, akademisi, bisnis, masyarakat dan media. Setiap pihak yang termasuk dalam konsep pentahelix memiliki perannya masing-masing sesuai dengan kapasitas yang dimilikinya. Pelaksanaan suatu program akan berjalan dengan baik dan efektif apabila setiap pihak dalam konsep pentahelix menjalankan perannya dengan baik. Oleh karena itu, penelitian ini memiliki tujuan untuk menganalisis pengelolaan desa wisata di kawasan Destinasi Super Prioritas oleh Pemerintah Kabupatan Magelang melalui konsep pentahelix. Metode penelitian yang digunakan dalam penelitian ini yaitu metode kualitatif deskriptif. Hasil penelitian ini menunjukan bahwa pemerintah desa merupakan aktor kunci dalam kolaborasi pentahelix pada pengelolaan desa wisata di kawasan DSP Candi Borobudur. Pemerintah memiliki andil terbesar sebagai penghubung antara keempat stakeholders lainnya sehingga pengelolaan desa wisata dapat berjalan dengan baik. Pola kolaborasi yang terbentuk dalam pengelolaan desa wisata yaitu pemerintah memiliki peran yang lebih dominan di bandingkan keempat stakeholders lainnya lebih bersifat partisipatif. Meskipun setiap stakeholder telah menjalankan perannya dengan baik, namun pengelolaan desa wisata tentu memiliki hambatan. Hal tersebut merupakan tantangan yang harus diselesaikan oleh seluruh pihak yang terlibat dengan cara berkolaborasi dan membutuhkan kelembagaan agar dapat berkelanjutan.

English Abstract

Tourism sector is one of the sectors that can raised the post Covid-19 economy. The government developed the Super Priority Destination program in order to focus on tourism development. One of the Super Priority Destination areas is located in Borobudur Temple. To support the program, the development of alternatif tourism is a must, one of it is developing the management of tourism villages. The management of tourism villages can’t be done only with one side, so it’s need a collaboration with the other. The pentahelix concept is a form of a collaboration between five stakeholders consist of government, academia, bussiness, community and media. Everyone in the pentahelix concept have their own roles. The program will running effectively and good if everyone in pentahelix concept doing their role properly. Therefore, this study has a purpose to analyze the management of the tourism villages in super priority destination by the government of Magelang regency through the pentahelix concept. The research method that used in this study is descriptive qualitative method. The result of this study is the village government is the key actor in the pentahelix collaboration in the management of the tourism villages in DSP area. The government has a biggest contribution as a liaison to the others stakeholders. The pattern of the collaboration is formed in the management of the tourism villages is the government have more dominant role compare to the other which is more participative. Even though every stakeholders in have doing their role well, there is must be have some obstacles. This is the challange to resolved by all the stakeholders not only become a responsibility of the government and requires institutions system to be sustainable.
