Abstract

Tren inovasi pemerintah daerah semakin berkembang mengikuti zaman. Kota Malang, Provinsi Jawa Timur melakukan inovasi, khususnya di dalam pengembangan ekonomi kreatif dengan membangun sebuah wadah terintergrasi bagi pengembangan ekonomi kreatif bernama Malang Creative Center. Tujuan penelitian ini yaitu untuk mendeskripsikan dan menganalisis keberadaan dan kondisi eksisting serta proses inovasi pengembangan Malang Creative Center. Fokus penelitian ini terletak pada keberadaan dan kondisi eksisting Malang Creative Center dan juga proses inovasi yang menggunakan enam tahapan di antaranya mengenali masalah dan kebutuhan, penelitian dasar dan terapan, pengembangan, komersialisasi, difusi dan adopsi, serta konsekuensi. Metode penelitian pada penelitian ini menggunakan pendekatan kualitatif dan jenis penelitian deskriptif. Teknik pengumpulan data dengan observasi partisipatif moderat, wawancara semiterstruktur, dan dokumentasi dokumen serta gambar. Metode analisis data menggunakan model interaktif. Hasil penelitian menggambarkan pelaksanaan enam proses inovasi di Malang Creative Center belum terlaksana sepenuhnya. Kesimpulan penelitian ini menggambarkan kondisi eksisting Malang Creative Center sebagai sebuah wadah bagi pengembangan ekosistem ekonomi kreatif di Kota Malang. Proses inovasi yang menggunakan enam tahapan pengembangan Malang Creative Center telah dilaksanakan dengan baik. Akan tetapi, tahapan komersialisasi, difusi dan adopsi, serta konsekuensi masih perlu dimaksimalkan lagi demi mendorong terciptanya ekosistem ekonomi kreatif di Kota Malang melalui Malang Creative Center. Hasil penelitian ini dapat digunakan sebagai acuan proses inovasi Malang Creative Center di kemudian hari dan juga contoh bagi pemerintah daerah lain untuk melakukan inovasi, khususnya sektor ekonomi kreatif yang potensial bagi pengembangan perekonomian daerah.

English Abstract

The trend of local government innovation is growing with the times. Malang City, East Java Province innovates, especially in the development of the creative economy by building an integrated platform for creative economic development called Malang Creative Center. The purpose of this research is to describe and analyze the existence and existing conditions as well as the innovation process of Malang Creative Center development. The focuses of this research lies on the existence and existing conditions of Malang Creative Center and also the innovation process that uses six stages including recognizing problems and needs, basic and applied research, development, commercialization, diffusion and adoption, and consequences. The research methods used in this study are qualitative approach and descriptive research type. Data collection techniques used moderate participatory observation, semi-structured interviews, and document and image documentation. The data analysis method uses an interactive model. The results of the study illustrate the implementation of 6 innovation processes in Malang Creative Center has not been fully implemented. The conclusion of this research describes the existing condition of Malang Creative Center as a platform for the development of the creative economy ecosystem in Malang City. The innovation process that uses the six stages of Malang Creative Center development has been well implemented. However, the stages of commercialization, diffusion and adoption, and consequences still need to be maximized in order to encourage the creation of a creative economic ecosystem in Malang City through Malang Creative Center. The results of this study can be used as a reference for the Malang Creative Center innovation process in the future and also as an example for other local governments to innovate, especially in the creative economy sector which has potential for regional economic development.
