Abstract

Penelitian ini membahas mengenai bentuk kerjasama lintas sektor untuk berkolaborasi dalam rangka penanggulangan kemiskinan. Kota Yogyakarta telah menerapkan proses kolaborasi penanggulangan kemiskinan melalui Tim Koordinasi Penanggulangan Kemiskinan (TKPK). Kolaborasi yang dilakukan melibatkan perwakilan dari pemerintah seperti Bappeda, Dinsosnakertrans, DPKUKM, perwakilan dari masyarakat seperti TPPKK dan LPMK, perwakilan dari akademisi yaitu LPPM, dan juga perwakilan dunia usaha meliputi perwakilan dari Forum TSLP. Proses kolaborasi yang dilakukan dalam TKPK dilatarbelakangi oleh masih tingginya tingkat kemiskinan di Kota Yogyakarta terlebih adanya pandemi Covid-19 pada tahun 2020 yang mengharuskan seluruh aktor untuk terus berupaya dalam pengentasan kemiskinan. Penelitian ini bertujuan untuk mendeskripsikan proses kolaborasi yang telah dilakukan oleh TKPK dalam upaya penanggulangan kemiskinan. Metode yang digunakan dalam penelitian ini yaitu kualitatif deskriptif dengan teknik pengambilan data melalui wawancara dan dokumentasi. Penelitian ini menggunakan teori collaborative governance menurut Ansell & Gash (2008) dengan fokus lima indikator proses kolaborasi sebagai pisau analisis temuan, yaitu: dialog tatap muka, membangun kepercayaan, komitmen terhadap proses, pemahaman bersama, dan hasil sementara. Hasil dari penelitian ini menunjukkan bahwa proses kolaborasi yang telah dilakukan oleh TKPK dinilai belum dapat dikatakan sepenuhnya berhasil. Masih terdapat indikator yang kurang maksimal meliputi indikator pertemuan tatap muka, komitmen terhadap proses, dan pemahaman bersama. Serta terdapat hambatan seperti kurangnya keaktifan beberapa pihak dalam upaya kolaborasi yang dilakukan. TKPK Kota Yogyakarta terus melakukan evaluasi serta pengoptimalan proses kolaborasi dalam mengatasi permasalahan kemiskinan di Kota Yogyakarta.

English Abstract

This research discusses forms of cross-sector cooperation to collaborate in the context of poverty alleviation. The city of Yogyakarta has implemented a collaborative poverty reduction process through the Poverty Reduction Coordination Team called TKPK. The collaboration involved representatives from the government such as Bappeda, Dinsosnakertrans, DPKUKM, representatives from the community such as TPPKK and LPMK, representatives from academics, namely LPPM, and also representatives from the business world including representatives from the TSLP Forum. The collaboration process carried out in TKPK was motivated by the still high level of poverty in the city of Yogyakarta, especially the Covid-19 pandemic in 2020 which required all actors to continue making efforts to eradicate poverty. This research aims to describe the collaboration process that has been carried out by TKPK in efforts to reduce poverty. The method used in this research is descriptive qualitative with data collection techniques through interviews and documentation. This research uses collaborative governance theory according to Ansell & Gash (2008) with a focus on five indicators of the collaboration process as a tool for analyzing findings, namely: face-to-face dialogue, trust buildingt, commitment to the process, shared understanding, and intermediate outcomes. The results of this research indicate that the collaboration process carried out by TKPK cannot be said to be completely successful. There are still indicators that are less than optimal, including indicators of face-to-face dialogue, commitment to the process, and shared understanding. And there are obstacles such as the lack of activeness of several parties in the collaborative efforts carried out. TKPK Yogyakarta City continues to evaluate and optimize the collaboration process in overcoming poverty problems in the City of Yogyakarta.
