Abstract

Penelitian ini dilatarbelakangi adanya keresahan dari masyarakat karena kebingungan dengan mekanisme sistem zonasi dan adanya sekolah favorit/unggulan. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis bagaimana implementasi kebijakan sistem zonasi di SMP Negeri 3 Kota Batu serta faktor pendukung dan faktor penghambat dalam implementasi kebijakan sistem zonasi di SMP Negeri 3 Kota Batu. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di SMP Negeri 3 Batu. Sumber data yang digunakan adalah sumber data primer dan sekunder. Teknik pengumpulan data melalui wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan penerimaan peserta didik baru (PPDB) sistem zonasi di SMP Negeri 3 Batu dilihat dari enam variabel yaitu: 1) Ukuran dasar dan tujuan kebijakan sistem zonasi sudah berjalan sesuai dengan ketentuannya akan tetapi belum dapat memenuhi semua kebutuhan siswa; 2) Sumber daya kebijakan sistem zonasi di SMP Negeri 3 Batu sudah berjalan dengan baik; 3) Karakteristik badan pelaksana kebijakan sistem zonasi di SMP Negeri 3 Batu dinilai sudah cukup baik; 4) Sikap atau kecenderungan para pelaksana kebijakan di SMP Negeri 3 Batu mendukung penuh kebijakan sistem zonasi; 5) Komunikasi dalam penyampaian informasi mengenai kebijakan sistem zonasi ke berbagai pihak sudah berjalan dengan baik melalui website sekolah dan sosial media; 6) Kondisi ekonomi, sosial, dan politik tidak terlalu memberikan pengaruh yang berarti. Selain itu faktor pendukung dan penghambat dalam pelaksanaan kebijakan sistem zonasi yaitu didukung oleh sumber daya yang memadai, sumber dana yang mencukupi, sarana prasarana yang menunjang serta komitmen para pelaksana. Sedangkan faktor penghambat masih ditemukan adanya ketidakpahaman wali murid terhadap penguasaan sistem teknologi dan penitikan rumah.

English Abstract

This research is motivated by community unrest due to confusion with the zoning system mechanism and the existence of favorite schools. This study aims to describe and analyze how the zoning system policy is implemented at SMP Negeri 3 Batu City as well as the supporting and inhibiting factors in implementing the zoning system policy at SMP Negeri 3 Batu City. This research uses descriptive research with a qualitative approach located at SMP Negeri 3 Batu. The data sources used are primary and secondary data sources. Data collection techniques through interviews and documentation. The results of the study show that the implementation of the new student admissions policy (PPDB) zoning system at SMP Negeri 3 Batu is seen from six variables, namely: 1) The standards, goals and objectives of the zoning system policy have been in accordance with the provisions but have not been able to meet all student needs; 2) The zoning system policy resources at SMP Negeri 3 Batu have been going well; 3) The characteristics of the implementing agency for the zoning system policy at SMP Negeri 3 Batu are considered to be quite good; 4) The attitudes or tendencies of policy implementers at SMP Negeri 3 Batu fully support the zoning system policy; 5) Communication in conveying information about the zoning system policy to various parties has been going well through the school website and social media; 6) Economic, social and political conditions do not really have a significant effect. In addition, the supporting and inhibiting factors in the implementation of the zoning system policy are supported by adequate resources, sufficient sources of funds, supporting infrastructure and the commitment of the implementers. While the inhibiting factors were found to be the parents' lack of understanding of the mastery of the technology system and house keeping
