Abstract

Dana Hibah BOSDA merupakan salah satu program Pemerintah Daerah khususnya Pemerintah Kota Malang berupa pemberian dana langsung ke Satuan Pendidikan Menengah baik negeri maupun swasta di Kota Malang dimana besaran dana bantuan yang diterima sekolah dihitung berdasarkan jumlah siswa. Akan tetapi, peneliti menemukan data bahwasannya ada beberapa jenjang pendidikan SMP Swasta yang ada di Kota Malang masih belum tertib secara administrasi sehingga berdampak pada keterlambatan pencairan dana hibah BOSDA di periode berikutnya. Untuk itu, peneliti ingin mengetahui implementasi Program Dana BOSDA di SMP Islam Khoiru Ummah Malang dikarenakan merupakan salah satu sekolah yang belum tertib administrasi dan juga sarana dan prasarana yang dimiliki masih belum merata. Penelitian ini bertujuan untuk menganalisis implementasi program dana hibah BOSDA dan untuk menganalisis faktor-faktor yang mendukung dan juga menghambat dalam pengelolaan program BOSDA di SMP Islam Khoiru Ummah Malang. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data yang bersumber dari observasi, dokumentasi dan hasil wawancara secara mendalam. Penelitian ini dianalisis menggunakan model implementasi dari Teori Charles O. Jones yang terdiri dari tiga variabel yaitu Tahap Interpretasi, Tahap Pengorganisasian, dan Tahap Aplikasi. Hasil penelitian menunjukkan bahwa Implementasi Program Dana Bantuan Operasional Sekolah Daerah (BOSDA) Pada Sekolah Menengah Pertama (SMP) Swasta di SMP Islam Khoiru Ummah Malang sudah baik akan tetapi masih belum maksimal. Hal ini, ditinjau dari kepala sekolah dalam memberikan sosialisasi kepada tim BOSDA dan seluruh guru kurang efektif hal tersebut membuat tim BOSDA kurang mengerti bagaimana alur pengelolaan dana hibah BOSDA. Untuk SOP, SMP Islam Khoiru Ummah Malang juga belum tertib sesuai dengan SOP yang berlaku hal ini dibuktikan dari keterlambatan dalam mengumpulkan proposal pertanggungjawaban sehingga berdampak pada keterlambatan dalam pencairan dana pada periode berikutnya. Selain itu, masih ada masalah yang dihadapi beberapa fakta internal yakni komunikasi yang belum efektif sehingga dibutuhkan adanya peningkatan intensitas sosialisasi dan frekuensi komunikasi.

English Abstract

The BOSDA is one of the programs of the Regional Government, especially the City Government of Malang, in the form of providing funds directly to Secondary Education Units, both public and private in Malang City, where the amount of assistance received by schools is calculated based on the number of students. However, the researchers found data that there were several levels of private junior high school education in Malang City that were still not administratively orderly, which resulted in delays in the disbursement of BOSDA grants in the following period. For this reason, researchers want to know the implementation of the BOSDA Funding Program at Khoiru Ummah Islamic Junior School Malang because it is one of the schools that has not been in an orderly administration and also the facilities and infrastructure that are owned are still uneven. This study aims to analyze the implementation of the BOSDA grant program and to analyze the factors that support and also hinder the management of the BOSDA program at Islamic Junior School Khoiru Ummah Malang. The research method used is descriptive qualitative with data collection techniques originating from observation, documentation and in-depth interviews. This study was analyzed using the implementation model of Charles O. Jones Theory which consisted of three variables, namely the Interpretation Stage, the Organizing Stage, and the Application Stage. The results showed that the Implementation of the Regional School Operational Assistance Fund (BOSDA) Program in Private Junior High Schools (SMP) at Khoiru Ummah Islamic Junior School Malang was good but still not optimal. This, in terms of the school principal's lack of effective outreach to the BOSDA team and all teachers, made the BOSDA team lack an understanding of how the BOSDA grant funds were managed. For the SOP, the Khoiru Ummah Islamic Junior School in Malang has also not been orderly in accordance with the applicable SOP, this is evidenced by the delay in submitting accountability proposals which has an impact on delays in disbursing funds in the following period. In addition, there are still problems faced by several internal facts, namely communication that has not been effective so that an increase in the intensity of socialization and the frequency of communication is needed.
