Abstract

Konversi Mata Kuliah dalam rangka implementasi MBKM dapat menyebabkan beberapa mata kuliah wajib yang seharusnya dipelajari oleh mahasiswa semakin tergantikan dengan kurikulum Merdeka Belajar Kampus Merdeka. Hal ini dapat menjadi masalah yang perlu diperhatikan dalam proses implementasi MBKM. Tetapi program ISS-MBKM diluncurkan oleh Kemendikbudristek sebagai respons terhadap tingkat pengangguran yang tinggi di Indonesia dengan tujuan meningkatkan kualitas lulusan program sarjana dan mempercepat masa tunggu individu dalam mendapatkan pekerjaan yang sesuai dengan kualifikasinya. Penelitian ini bertujuan untuk mengidentifikasi program ISS-MBKM pada kerja sama antara program studi Administrasi Pendidikan Fakultas Ilmu Administrasi Universitas Brawijaya dengan Sekolah Dasar Mafaza Integrated Smart School Kota Malang berdasarkan teori model Kesesuaian Program David C. Korten dan 4 pilar pendidikan menurut UNESCO. Metode penelitian yang digunakan, yaitu deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara narasumber, observasi lapangan, dan dokumentasi. Hasil penelitian menunjukkan beberapa temuan sebagai berikut: (1) Kesesuaian program dengan kelompok pemanfaatnya terwujud melalui pemahaman mendalam terhadap kebutuhan dan harapan kelompok pemanfaat. Program ini berhasil memberikan peluang kerja, mengembangkan keahlian peserta magang meskipun alokasi anggaran terbatas. (2) Kesesuaian program dengan organisasi pelaksana ISS-MBKM. Dalam program ini, koordinasi antara dosen penanggung jawab, SD MISS, dan peserta magang merupakan tugas dan wewenang yang penting. Meskipun terdapat kesesuaian antara profil lulusan program studi Administrasi Pendidikan dengan peran dan tugas di SD MISS, perlu penyesuaian agar program lebih sesuai dengan harapan peserta magang terkait fokus pada administrasi dan manajemen pendidikan. (3) Kesesuaian antara kelompok sasaran/pemanfaat dengan organisasi pelaksana program ISS-MBKM penting untuk keselarasan harapan dan kebutuhan dengan sumber daya yang ada. Program ini memberikan dampak positif dalam meningkatkan kemampuan peserta magang. Keberlanjutan program menjadi fokus penting, dengan komitmen dari semua pihak untuk evaluasi, perbaikan, kolaborasi, dan pengembangan diri. (4) Faktor pendukung pelaksanaan program ISS-MBKM di SD MISS meliputi dukungan manajemen, sumber daya memadai, kolaborasi tim pelaksana, dan keterlibatan aktif kelompok sasaran. (5) Faktor penghambat meliputi ketidakselarasan dalam pelaporan dan penilaian kinerja mahasiswa, kurangnya komunikasi antara mahasiswa dan dosen pembimbing, minimnya bantuan dana, serta penguasaan bahasa mahasiswa peserta ISS-MBKM yang kurang memadai.

English Abstract

The Conversion of Courses in the Implementation of MBKM can result in some mandatory courses that should be taken by students being increasingly replaced with the Merdeka Belajar Kampus Merdeka curriculum. This can be a problem that needs to be considered in the MBKM implementation process. However, the ISS-MBKM program was launched by the Ministry of Education, Culture, Research, and Technology as a response to the high unemployment rate in Indonesia, with the aim of improving the quality of undergraduate graduates and accelerating individuals' waiting time to obtain employment that matches their qualifications. This study aims to identify the ISS-MBKM program in the collaboration between the Educational Administration program at the Faculty of Administrative Sciences, Brawijaya University, and Mafaza Integrated Smart School Elementary School in Malang City, based on David C. Korten's Program Fit model theory and UNESCO's 4 pillars of education. The research method used is descriptive qualitative, with data collection techniques through interviews with key informants, field observations, and documentation. The research findings indicate several findings as follows: (1) The program's fit with its beneficiaries is realized through a deep understanding of the beneficiaries' needs and expectations. This program successfully provides job opportunities, develops the skills of interns despite limited budget allocation. (2) The program's fit with the implementing organization of ISS-MBKM. In this program, coordination between the responsible lecturers, Mafaza Integrated Smart School, and the interns is an important task and authority. Although there is alignment between the graduate profile of the Educational Administration program and the roles and responsibilities in Mafaza Integrated Smart School. (3) The fit between the target group/beneficiaries and the implementing organization of the ISS-MBKM program is important for aligning expectations and needs with the available resources. This program has a positive impact in improving the interns' capabilities. The sustainability of the program becomes an important focus, with the commitment of all parties to evaluation, improvement, collaboration, and self-development. (4) Supporting factors in the implementation of the ISS-MBKM program at Mafaza Integrated Smart School include management support, adequate resources, collaboration among the implementation team, and active involvement of the target group. (5) Inhibiting factors include inconsistencies in reporting and assessing student performance, lack of communication between students and supervising lecturers, limited financial assistance, and inadequate language proficiency of ISS-MBKM student participants.
