Abstract

Sebagai pendidik profesional guru tidak hanya dituntut untuk melaksanakan tugasnya secara profesional tetapi juga harus memiliki pengetahuan, sikap, dan keterampilan profesional, baik yang bersifat pribadi, sosial, maupun akademis. Semua ini bisa didapatkan jika suatu lembaga pendidikan memiliki sistem rekrutmen yang matang dan terencana dengan baik. Saat ini banyak sekali terjadi permasalahan tentang guru yang terjadi di Indonesia, terutama permasalahan pendistribusian guru dari formasi ASN yang tidak sesuai dengan kebutuhan sekolah. Untuk mengatasi hal ini, Mentri Pendidikan dan Kebudayaan Nadiem Makariem memiliki rancangan yang dinamakan Marketplace Guru. Isu ini menuai banyak kontra dibandingkan dengan orang yang mendukungnya, padahal rancangan program ini diharapkan bisa menjadi salah satu solusi untuk memperbaiki kehidupan para guru dan menyesuaikan rekrutmen guru yang sesuai dengan kebutuhan sekolah. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana persepsi Pemerintah Daerah terhadap isu rekrutmen guru berbasis marketplace.Penelitian ini merupakan penelitian kuantitatif menggunakan analisis deskriptif. Penelitian ini mendeskripsikan tentang fenomena dan fakta yang diamati dilapangan. Mendeskripsikan bagaimana persepsi Pemerintah Daerah terhadap isu rekrutmen guru berbasis Marketplace hasil dari penyebaran kuisoner (angket). Berdasarkan penelitian ini diketahui bahwa mayoritas responden mempunyai persepsi “sama” dan positif terkait isu rekrutmen berbasis marketplace ini jika dilihat dari hasil pengolahan data melalui beberapa uji tes yang dilakukan menggunakan program SPSS.

English Abstract

As a professional educator, teachers not only required to carry out the duty professionally but also must have a knowledge, attitudes, and professional skills, that tend a personal, social and academic. All of this can be obtained if an educational institution have a mature and well planned recruitment system. For now, theres many problem regarding the teachers in Indonesia, especially the problem of the teachers distribution that sended by civil servant formation who not accordance with the school needs. To solve this problem, the Minister of Education and Culture Nadiem Makariem have an idea that called the Teacher Marketplace. This issue has drawn a lot of contra compared to the people who support it, even though this program is designed and absolutely have a hope to be a solution for improving the lives of the teachers especially the honorary teacher and made a better teacher recruitment that suit to the what school needs. The purpose of this research is to find out how the Local Government perception about the issue of the teacher recruitment that based by a marketplace. This research is quantitative research using descriptive analytics. This research describing the phenomenon and facts observed in the field. Describe how the Local Government perception about the issue of the teacher recruitment that based by a marketplace as a result of the distribution of the questionnaires. Based on this research, we can see if majority of the respondents have a “same” and positive perception regarding the issue of the teacher recruitment that based by a marketplace, it seens from the results of data processing through several tests that carried out using the SPSS program.
