Abstract
Kebijakan perlindungan terhadap tenaga kerja disabilitas sering kali menghadapi kendala dalam implementasinya. Studi ini bertujuan menginvestigasi implementasi kebijakan afirmatif pekerja disabilitas. Studi ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Teknik wawancara dengan menggunakan purposive sampling dengan mewawancarai beberapa informan. Dalam observasi di temukan rendahnya tenaga kerja disabilitas. Teknik dokumentasi bertujuan untuk mendapatkan data mengenai tenaga kerja disabilitas. Hasil studi menunjukkan bahwa implementasi kebijakan afirmatif tenaga kerja disabilitas masih rendah, Hal ini dibuktikan dengan tidak tercapainya pemenuhan kuota 1 persen pada kuota seharusnya dalam tenaga kerja disabilitas. Untuk meningkatkan kompetensi tenaga kerja disabilitas, maka pemerintah menyediakan Unit Layanan Disabilitas. Hasil studi menunjukan bahwa masih belum optimalnya implementasi kebijakan layanan ULD di Kota Mataram. Komunikasi antar organisasi atau perusahaan pemberi kerja yang belum terorganisir serta minimnya pelatihan pegawai oleh instasi terkait kebutuhan disabilitas mengakibatkan kurang maksimalnya penyerapan tenaga kerja disabilitas.
English Abstract
Policies on the protection of workers with disabilities often face obstacles in their implementation. This study aims to investigate the implementation of affirmative policies on disabled workers. This study uses qualitative methods with data collection techniques through interviews, observation and documentation. The interview technique used purposive sampling by interviewing several informants. During the observation, it was found that there was a low number of disabled workers. Documentation techniques aim to obtain data regarding the disability worker. The results of the study show that the implementation of affirmative policies for disabled workers is still low. This is evidenced by the failure to fulfill the 1% quota on the supposed quota in disabled workers. To improve the competence of workers with disabilities, the government provides a Disability Service Unit (ULD). The results of the study show that the implementation of ULD service policies in Mataram City is still not optimal. Unorganized communication between organizations or employers and the lack of training for agency employees regarding disability needs results in less than optimal absorption of workers with disabilities.
