Abstract

Peran AKP dalam politik pemerintahan Turki telah terlihat semenjak kemenanganpartai tersebut pada tahun 2002. Dibawah kepemimpinan Presiden Erdoğan Turki mengalami pergeseran pandangan politik yang lama- kelamaan condong ke politikislam. Penelitian ini menggunakan studi kasus peran AKP dalamkebijakan Turki keluar dari Istanbul Convention pada Maret 2021 yang menyita banyak perhatianpublik. Adapun alasan Turki keluar dari konvensi tersebut karena Istanbul Convention dianggap menormalisasi gerakan LGBTQ dan mengancamnormakeluarga yang telah ada di Turki. Penelitian ini menggunakan metode penelitiankualitatif dengan jenis penelitian deskriptif yang bertujuan untuk mendeskripsikansebuah fenomena menggunakan konsep atau teori yang dipilih. Adapun teknikpengumpulan data yang digunakan yaitu dokumentasi yang memungkinkanpeneliti untuk mengambil data melalui studi literatur serta laporan seperti mediacetak online atau surat kabar. Penelitian ini menghasilkan kesimpulan bahwa AKPmempengaruhi kebijakan luar negeri Turki dapat dilihat melalui 3 peran partai dalam pengambilan kebijakan luar negeri yaitu sebagai agenda setters in foreignpolicy, sebagai agenda followers in foreign policy, serta sebagai agregator kepentingan masyarakat domestik. Penelitian ini menghasilkan temuan bahwaperan AKP sebagai agregator kepentingan masyarakat domestik yang berusahamelindungi norma keluarga di Turki dari upaya penormalisasian LGBTQtersebut ditunjukkan oleh AKP pada saat sidang bulanan yang dilakukan dengan presiden, maupun sidang dengan Presiden yang dilakukan untuk membahas mengenai urgensi keluarnya Turki dari konvensi tersebut. Selama sidang dan melalui pernyataan yang dilansir melalui media online diperlihatkan peran AKPsebagai agenda setters dan agenda followers in foreign policy

English Abstract

The role of the AKP in Turkish government politics has been seen since theparty's victory in 2002. Under the leadership of President Erdoğan, Turkeyunderwent a shift in political views which gradually leaned towards Islamicpolitics. This research uses a case study of the AKP's role in Turkey's policyof withdrawing itself from the Istanbul Convention in March 2021 which has caught a lot of public attention. The reason for Turkey's withdrawal was because theIstanbul Convention was seen as normalizing the LGBTQ movement andthreatening family norms that already existed in Turkey. This study uses aqualitative research method with a descriptive type of research that aims todescribe a phenomenon using the selected concept or theory. The data collectiontechnique used is documentation which allows researchers to retrieve data throughliterature studies and reports such as online print media or newspapers. Thisresearch concludes that the AKP influences Turkish foreign policy can be seenthrough the 3 roles of parties in making foreign policy, namely as agenda settersin foreign policy, as agenda followers in foreign policy, and as an aggregator of the interests of the domestic community. This research resulted in the findingthat the role of the AKP as an aggregator of the interests of the domestic communitytrying to protect family norms in Turkey from efforts to normalize LGBTQwasshown by the AKP during the monthly session held with the president, as well asthe session with the President which was held to discuss the urgency of Turkey'sexit from the convention. the. During the trial and through statements publishedthrough online media, the AKP's role as agenda setters and agenda followers inforeign policy was shown
