Abstract

Bawang merah (Alium cepa L.) merupakan salah satu komoditas hortikultura yang banyak dibudidayakan di Indonesia. Perkembangan produksi bawang merah di Indonesia tahun 2017-2021 mengalami peningkatan, namun produktivitas bawang merah menunjukkan gejala fluktuasi dan masih rendah. Provinsi Jawa Timur merupakan salah satu provinsi yang memberikan kontribusi besar pada produksi bawang merah di Indonesia. Kabupaten Pamekasan merupakan salah satu sentra produksi bawang merah yang menyumbang produksi sekitar 4,05 persen atau 19,19 ribu ton pada tahun 2021 (BPS, 2022). Sentra produksi bawang merah di Kabupaten Pamekasan tersebar di tiga kecamatan diantaranya, Kecamatan Waru, Pasean, dan Batumarmar dengan kontribusi sebesar 93,9 % terhadap produksi bawang merah di Kabupaten Pamekasan. Produktivitas bawang merah di Kabupaten Pamekasan masih dibawah rata-rata produktivitas bawang merah di Provinsi Jawa Timur yakni 7,5 Ton/Ha. Berdasarkan permasalahan tersebut, tujuan penelitian ini: 1. Menganalisis pengaruh faktor-faktor produksi terhadap produksi bawang merah di Kabupaten Pamekasan, 2. Menganalisis tingkat efisiensi teknis usahatani bawang merah di Kabupaten Pamekasan, 3. Menganalisis faktor sosial ekonomi yang berpengaruh terhadap tingkat efisiensi teknis usahatani bawang merah di Kabupaten Pamekasan. Sebanyak 77 orang responden dipilih untuk dijadikan sampel dari keseluruhan anggota kelompok tani dari tiga kecamatan yang berbeda. Metode analisis yang digunakan untuk mengetahui faktor-faktor yang berpengaruh terhadap produksi dan tingkat efisiensi yang dicapai pada masing-masing responden, dilakukan dengan analisis fungsi produksi translog stochastic frontier dengan menggunakan bantuan software frontier 4.1. Analisis pada tujuan ketiga menggunakan regresi tobit dengan bantuan aplikasi Stata 17. Hasil penelitian menunjukkan bahwa karakteristik petani bawang merah di Kabupaten Pamekasan berada pada usia produktif yaitu 41-50 tahun, pendidikan terakhir petani bawang merah terbesar adalah Sekolah Dasar, jumlah anggota keluarga terbanyak yang dimiliki adalah 7 dan pengalaman usahatani tertinggi adalah 33 tahun. Selanjutnya faktor-faktor produksi yang berpengaruh nyata terhadap produksi usahatani bawang merah yaitu bibit, luas lahan, pupuk kandang dan tenaga kerja. Nilai efisiensi teknis rata-rata usahatani bawang merah di Kabupaten Pamekasan adalah 0,637, sehingga produksi bawang merah di daerah penelitian belum efisiensi secara teknis. Hasil analisis tobit menunjukkan bahwa faktor sosial ekonomi yang berpengaruh nyata terhadap efisiensi teknis usahatani bawang merah adalah umur dan pengalaman usahatani. Upaya peningkatanii efisiensi teknis dapat dilakukan dengan pelatihan yang mendorong petani untuk meningkatkan keterampilan dalam berusahatani dan memanfaatkan peluang untuk meningkatkan produksi melalui program penyuluhan secara intensif

English Abstract

Shallot (Alium cepa L.) is a horticultural commodity that is widely cultivated in Indonesia. The development of shallot production in Indonesia in 2017-2021 has increased, but shallot productivity shows symptoms of fluctuation and is still low. East Java Province is one of the provinces that makes a major contribution to shallot production in Indonesia. Pamekasan Regency is one of the shallot production centers which contributes to production of around 4.05 percent or 19.19 thousand tons in 2021 (BPS, 2022). Shallot production centers in Pamekasan Regency are spread over three sub-districts including Waru, Pasean and Batumarmar Districts with a contribution of 93.9% to shallot production in Pamekasan Regency. Based on these problems, the aims of this study: 1. To analyze the influence of production factors on shallot production in Pamekasan Regency, 2. To analyze the level of technical efficiency of shallot farming in Pamekasan Regency, 3. To analyze social factors that influence the level of technical efficiency shallot farming in Pamekasan Regency. A total of 77 respondents were selected to be sampled from all members of farmer groups from three different districts. The analytical method used to determine the factors that influence production and the level of efficiency achieved in each respondent, is carried out by analyzing the production function frontier stochastic translog with the help of software frontier 4.1. Analysis on the third objective using tobit regression with the help of the Stata 17 application. The results showed that the characteristics of shallot farmers in Pamekasan Regency were in the productive age of 41-50 years, the last education of the largest shallot farmers was elementary school, the most family members they owned were 7 and the highest farming experience was 33 years. Furthermore, the production factors that have a significant effect on the production of shallot farming are seeds, land area, manure and labor. The average technical efficiency value of shallot farming in Pamekasan Regency is 0.637, so shallot production in the study area is not yet technically efficient. The results of the tobit analysis show that the socioeconomic factors that significantly influence the technical efficiency of shallot farming are age and farming experience. Efforts to increase technical efficiency can be carried out with training that encourages farmers to improve their skills in farming and take advantage of opportunities to increase production through intensive extension programs.
