Abstract
Pelabuhan Semayang Balikpapan adalah pelabuhan tingkat 1 dan salah satu pelabuhan umum tersibuk di Kalimantan Timur yang melayani pelayaran angkutan penumpang, kargo umum, dan peti kemas dari bagian Barat hingga Timur Indonesia. Dirjen Perhubungan Laut menetapkan Pelabuhan Semayang Balikpapan sebagai infrastruktur pendukung transportasi laut Ibu Kota Negara (IKN) yang akan berperan dalam arus mobilitas logistik pembangunan IKN. Sedangkan saat ini Pelabuhan Semayang masih memiliki beberapa permasalahan terkait kondisi fasilitas pelayanan yang tidak berfungsi dan kinerja operasional yang telah melampaui standar. Penelitian ini bertujuan untuk mengevaluasi kinerja Pelabuhan Semayang Balikpapan terhadap standar operasional dan pelayanan pelabuhan serta menentukan prioritas arahan pengembangan Pelabuhan Semayang Balikpapan. Teknik analisis yang digunakan, yaitu analisis kinerja utilitasi fasilitas pelabuhan, analisis okupansi ruang tunggu, analisis kebutuhan lahan parkir, analisis sirkulasi, importance performance analysis (IPA), dan analisis quality function deployment (QFD). Hasil penelitian menunjukkan bahwa kinerja operasional utilisasi fasilitas Pelabuhan Semayang Balikpapan yaitu tingkat penggunaan dermaga berada pada rentang 80 – 114% atau dinilai kurang baik dan telah melampaui standarnya yaitu 70%. Selanjutnya dari hasil analisis okupansi ruang tunggu didapatkan bahwa kedua ruang tunggu di Pelabuhan Semayang Balikpapan perlu dipertimbangan untuk dilakukan peningkatan operasional dikarenakan tingkat okupansinya yang sudah hampir dan sudah melampaui 70% batas okupansi operasional ruang tunggu yaitu berkisar antara 58% - 82%. Analisis kebutuhan parkir diketahui bahwa parkir mobil barang perlu dilakukan peningkatan operasional dikarenakan kondisi eksistingnya yang sudah tidak mampu menampung jumlah kendaraan besar yang parkir di Pelabuhan Semayang Balikpapan. Dari hasil analisis sirkulasi diketahui terdapat 6 titik crossing baik pada sirkulasi antar manusia maupun antara moda. Pelabuhan Semayang masih memiliki beberapa fasilitas pelayanan yang belum sesuai dengan Standar Pelayanan Minimum Angkutan. Hasil IPA didapatkan nilai kepuasan sebesar 3,44 dan masih lebih rendah dari nilai kepentingan yatitu 4,66. Didapatkan lima variabel fasilitas pelayananan yang harus menjadi prioritas penanganan di Pelabuhan Semayang Balikpapan yaitu, informasi telepon darurat, fasilitas kesehatan berupa tandu, jalur penghubung dari terminal penumpang ke kapal, informasi gangguan kapal, dan lahan parkir. Berdasarkan hasil analis QFD prioritas arahan pengembangan operasional yaitu perbaikan dan penambahan dermaga (AI: 1,8) serta perluasan lahan parkir bagi mobil barang (AI: 1,8). Selanjutnya dari sisi pelayanan, arahan pengembangan yang perlu diprioritaskan adalah penyedian informasi dan fasilitas keselamatan berbentuk papan informasi (AI: 7,2).
English Abstract
Semayang Balikpapan Port is a level 1 port and one of the busiest public ports in East Kalimantan, serving passengers, general cargo, and container shipping from the West to the East of Indonesia. The Director General of Sea Transportation designated Semayang Balikpapan Port as a supporting infrastructure for sea transportation in the National Capital City (IKN), which plays a role in the flow of logistics mobility for the development of IKN. Currently, Semayang Port still has several problems related to the condition of service facilities that are not functioning, and operational performance that exceeds standards. This study aims to evaluate the performance of Semayang Balikpapan Port against operational standards and port services and to determine priority directions for its development of Semayang Balikpapan Port. The analysis techniques used were analysis of port facility utilization performance, waiting room occupancy analysis, parking space requirements analysis, circulation analysis, importance performance analysis (IPA), and quality function deployment (QFD) analysis. The results showed that the operational performance of Semayang Balikpapan Port facility utilization, namely the level of use of the wharf, was in the range of 80-114% or was considered not good and exceeded the standard of 70%. Furthermore, from the results of the waiting room occupancy analysis, it was found that the two waiting rooms at Semayang Port, Balikpapan, need to be considered for increased operations because the occupancy rate is almost 70% of the waiting room operational occupancy limit, which ranges from 58% to 82%. An analysis of parking needs shows that the parking of goods cars needs to be increased operationally because the existing conditions are no longer able to accommodate the number of large vehicles parked at Semayang Harbor, Balikpapan. From the results of the circulation analysis, it is known that there are six crossing points in the circulation between people and between modes. Semayang Port still has several service facilities that are not in accordance with the Minimum Transport Service Standards. The IPA results obtained a satisfaction value of 3.44, which was still lower than the value of interest (4.66). Five service facility variables must be prioritized for handling at Semayang Port, Balikpapan: emergency telephone information, health facilities in the form of stretchers, connecting lines from the passenger terminal to ships, information on ship disturbances, and parking lots. Based on the results of the QFD analysis, the priority directions for operational development are the repair and addition of wharves (AI: 1.8) and the expansion of parking lots for freight cars (AI: 1.8). Furthermore, from the service side, the development direction that needs to be prioritized is the provision of information and safety facilities in the form of information boards (AI: 7.2).
