Abstract

Penelitian ini menganalisis gerakan sosial yang dilakukan oleh warga Pondok Kacang Timur dalam rangka penolakan penggusuran lahan fasilitas umum dan fasilitas sosial yang dilakukan oleh pihak perorangan bernama Eddy Leo sebagai pemilik Sertifikat Hak Guna Bangunan (SHGB) No.3439 Tahun 1994. Penelitian ini bertujuan untuk menganalisa strategi yang digunakan oleh kelompok gerakan sosial warga Pondok Kacang Timur akan mencapai keberhasilan atau tidak dilihat dari teori gerakan sosial. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode kualitatif deskriptif. Teknik pengumpulan data dilakukan dengan tiga cara, yakni observasi berupa pengamatan secara langsung dalam aksi gerakan sosial warga Pondok Kacang Timur, kemudian melakukan wawancara secara mendalam dengan beberapa informan terkait sesuai dengan topik penelitian, serta dokumentasi secara langsung guna mendukung data primer yang telah diperoleh. Teori yang digunakan adalah teori gerakan sosial. Penelitian ini dilakukan di Kelurahan Pondok Kacang Timur, Kecamatan Pondok Aren, Kota Tangerang Selatan, Banten. Penelitian ini dilaksanakan pada bulan Desember 2022 sampai bulan Juli 2023. Subjek penelitian ini terdiri dari beberapa warga Pondok Kacang Timur terutama yang termasuk dalam kelompok aksi, ketua aksi, serta pihak pemerintah setempat. Hasil penelitian ini menunjukkan bahwa strategi yang digunakan oleh warga Pondok Kacang Timur dalam melakukan gerakan penolakan terhadap penggusuran lahan masih kurang efektif ketika ditelaah melalui teori gerakan sosial. Beberapa faktor yang menjadikan strategi tersebut kurang efektif adalah karena kelompok gerakan sosial warga Pondok Kacang Timur masih memiliki kekurangan dalam beberapa aspek. Aspek yang dimaksud yaitu kelompok gerakan sosial ini belum memiliki legalitas, sehingga tidak bisa menjalin jaringan politik lebih luas yang mengakibatkan kurangnya dukungan politik dalam aksi penolakan tersebut. Selain itu, pihak pemilik SHGB dikatakan cukup kuat, sehingga menyebabkan beberapa pihak yang sebelumnya memberikan sinyal akan memberikan dukungan pada warga Pondok Kacang Timur menghilang begitu saja. Hingga penelitian ini ditulis, warga Pondok Kacang Timur masih belum menemui titik terang dari gerakan sosial yang mereka lakukan.

English Abstract

This research analyses the social movement carried out by the residents of Pondok Kacang Timur in order to reject the eviction of land for public facilities and social facilities carried out by an individual named Eddy Leo as the owner of the Building Use Rights Certificate (SHGB) No. 3439 of 1994. This research aims to analyse the strategy used by the social movement group of residents of Pondok Kacang Timur will achieve success or not based on social movement theory. This research is qualitative research using descriptive qualitative methods. The data collection technique was carried out in three ways, namely observation in the form of direct observation of the social movement actions of the residents of Pondok Kacang Timur, then conducting in-depth interviews with several related informants according to the research topic, as well as direct documentation to support the primary data that has been obtained. The theory used is social movement theory. This research was conducted in Pondok Kacang Timur Village, Pondok Aren District, South Tangerang City, Banten. This research was carried out from December 2022 to July 2023. The subjects of this research consisted of several residents of Pondok Kacang Timur, especially those who were part of the action group, action leaders, and the local government. The results of this research indicate that the strategies used by the residents of Pondok Kacang Timur in carrying out movements against land evictions are still less effective when examined through social movement theory. Several factors that make this strategy less effective are because the social movement group of residents of Pondok Kacang Timur still lacks in several aspects. The aspect in question is that this social movement group does not yet have legality, so it cannot establish a wider political network, which results in a lack of political support in this protest action. Apart from that, the owner of the SHGB is said to be quite strong, which has caused several parties who previously gave signals that they would provide support to the residents of Pondok Kacang Timur to simply disappear. Until this research was written, the residents of Pondok Kacang Timur still had not seen any bright spot in the social movement they were carrying out.
