Abstract

Deforestasi muncul sebagai salah satu akibat dari aktivitas manusia sehingga menimbulkan kerusakan fungsi hutan sebagai paru-paru dunia. Kelestarian hutan menjadi tanggung jawab seluruh lapisan masyarakat. Dalam hal ini diperlukan adanya pengembangan kemampuan dan pemahaman mendasar terkait pengelolaan hutan yang dapat diberikan melalui program pembelajaran, pelatihan dan pemberdayaan. Salah satunya yaitu adanya upaya pengembangan kapasitas petani dengan meningkatkan peran kelompok tani hutan melalui Program Perhutanan Sosial. Tujuan penelitian yaitu untuk 1) mendeskripsikan peran kelompok tani hutan; 2) menganalisis pengembangan kapasitas petani; 3) menganalisis peran kelompok tani hutan terhadap pengembangan kapasitas petani dalam Program Perhutanan Sosial. Sampel penelitian ini adalah seluruh masyarakat petani yang tergabung kedalam KTH Tani Makmur Desa Bambang Kecamatan Wajak Malang sebanyak 30 orang. Metode yang digunakan yaitu metode statistik deskriptif dengan teknik analisis regresi linier berganda. Hipotesis dalam penelitian ini diuji dengan menggunakan Uji t dan Uji F dengan menggunakan program SPSS. Instrumen yang digunakan untuk mengukur variabel penelitian menggunakan skala Likert. Hasil analisis pada penelitian yaitu peran KTH Tani Makmur memiliki peranan dengan kategori tinggi sebesar 66,7%. Dimana hasil analisis peran kelompok hutan sebagai kelas belajar tergolong tinggi sebesar 56,7%. Hasil analisis peran kelompok sebagai wahana kerjasama termasuk kedalam kategori tinggi yaitu sebesar 70%. Dan hasil analisis peran kelompok tani hutan sebagai unit produksi tergolong sedang yaitu sebesar 83,3%. Pada variabel pengembangan kapasitas petani, didapatkan bahwa tingkat kapasitas petani anggota KTH Tani Makmur tergolong kedalam kategori tinggi yaitu sebesar 70% Hasil pengujian hipotesis antara variabel kelas belajar, wahana kerjasama, dan unit produksi dengan variabel pengembangan kapasitas petani membuktikan bahwa variabel kelas belajar, wahana kerjasama dan unit produksi berpengaruh secara signifikan terhadap variabel pengembangan kapasitas petani. Hasil uji regresi linier berganda menyatakan bahwa nilai regresi variabel kelas belajar, wahana kerjasama dan unit produksi bernilai positif (X1 = 2,375; X2 = 2,503; X3 = 2,609). Artinya apabila variabel kelas belajar, wahana kerjasama dan unit produksi ditingkatkan maka pengembangan kapasitas petani juga akan meningkat. Rekomendasi dari penelitian ini diharapkan petani mampu mengembangkan kapasitas secara teknis, manajerial dan sosial melalui ketiga peran kelompok tani dengan berpartisipasi secara aktif dalam seluruh kegiatan. Bagi peneliti selanjutnya, diharapkan dapat mengembangkan penelitian dengan tema yang sama dan menitikberatkan pada dampaknya terhadap kelestarian hutan maupun dampak secara ekonomi terhadap usahatani yang dijalankan.

English Abstract

Deforestation due to human activities is a major factor in the destruction of the function of forests as the lungs of the world. Forest conservation is the responsibility of all levels of society. In this case, it is necessary to develop basic skills and understanding related to forest management that can be provided through learning, training and empowerment programs. One of them is the capacity building efforts of farmers by increasing the role of forest farmer groups through forest management programs with the community. The purpose of this study is to determine the role of forest farmer groups to develop the capacity of farmers in the Social Forestry Program. The sample of this study is the entire community of farmers who are members of KTH Tani Makmur Bambang Village, Wajak District Malang as many as 30 people. The method used is descriptive statistical methods with multiple linear regression analysis techniques. The hypothesis in this study was tested using t test and F test using SPSS program. The instrument used to measure the variables of the study using a Likert scale. The results obtained are that the role of KTH Tani Makmur has a role with a high category of 66.7%. Where the results of the analysis of the role of forest groups as a learning class is high at 56.7%. The results of the analysis of the role of the group as a vehicle for cooperation included in the high category of 70%. And the results of the analysis of the role of forest farmer groups as a unit of production is classified as medium at 83.3%. In the variable capacity development of farmers, it was found that the level of capacity of farmers members of KTH Tani Makmur is classified into the high category of 70%. The results of hypothesis testing between variables of learning class, cooperation vehicle, and production unit with variable capacity of farmers prove that variables of learning class, cooperation vehicle and production unit significantly affect the variable capacity of farmers. The results of multiple linear regression test states that the regression value of learning class variables, cooperation vehicles and production units is positive (X1 = 2.375; X2 = 2.503; X3 = 2.609). This means that if the variables of learning classes, cooperation vehicles and production units are improved, the capacity of farmers will also increase. The recommendation of this study is expected that farmers are able to develop technical, managerial and social capacity through the three roles of farmer groups by actively participating in all activities. For further researchers, it is expected to develop research with the same theme and focus on the impact on forest sustainability and the economic impact on the farms run.
