Abstract

Penyandang disabilitas tidak boleh diingkari haknya untuk menggunakan berbagai layanan publik. Kenyataan bahwa penyandang disabilitas di seluruh dunia hanya memiliki sedikit atau bahkan tidak memiliki akses sama sekali terhadap layanan perpustakaan sangatlah memprihatinkan karena mereka tidak mampu memenuhi kebutuhan mereka. Urgensi ini mengharuskan penyedia layanan publik perlu mengembangkan cara yang tepat dalam mengatur layanan publiknya bagi penyandang disabilitas. Kota Malang memiliki jumlah penyandang disabilitas yang cukup besar dibandingkan kota lain di Jawa Timur, khususnya penyandang disabilitas penglihatan. Mengingat sulitnya penyandang disabilitas dalam memenuhi kebutuhan pendidikan dan informasinya, Kota Malang berupaya memenuhi kebutuhannya melalui perpustakaan umum yang menjadi sumber pembelajaran sepanjang hayat bagi masyarakat. Penelitian ini bertujuan untuk menganalisis pemenuhan unsur Model Perpustakaan Inklusif bagi penyandang disabilitas di Dinas Perpustakaan dan Kearsipan Umum Kota Malang. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif dan menggunakan Model Perpustakaan Inklusif Kaeding yang terdiri dari 7 unsur, yaitu manajemen pendukung, program, hambatan fisik, pelatihan, kemitraan, pemasaran, dan koleksi. Teknik pengumpulan data terdiri dari wawancara, observasi, dan dokumentasi. Data primer penelitian diperoleh melalui wawancara dengan petugas perpustakaan, pengguna penyandang disabilitas serta instruktur dan pemandu dari UPT RSBN Jawa Timur. Sedangkan data sekunder diperoleh dari dokumen perpustakaan, internet, dan sumber lain. Hasil penelitian menunjukkan bahwa ketujuh unsur perpustakaan inklusif semuanya telah ada dan terpenuhi sampai batas tertentu di Perpustakaan Umum Kota Malang. Elemen-elemen seperti hambatan fisik dan pemasaran gagal karena tidak dapat diaksesnya, tidak memadainya fasilitas, dan kurangnya promosi. Lainnya, seperti pengelolaan suportif, program, pelatihan, kemitraan, dan pengumpulan dana, meskipun jauh dari optimal, namun masih memadai karena memenuhi prasyarat model.

English Abstract

Peoople with disabilities must not be denied of their rights to use various public services. The reality that people with disabilities throughout the globe have little to no access to library services is concerning because they’re unable to fulfill their needs. This urgency necessitates the need for public service providers to develop a proper way to govern their public services for people with disabilities. Malang City has a considerable number of people with disabilities compared to other cities in East Java, particularly those with visual impairment. Considering the difficulty that people with disabilities may face in fulfilling their educational and informational needs, Malang City attempted to meet their needs through public library which is a source of lifelong learning for the community. This study aims to analyze the fulfillment of the Inclusive Library Model’s elements for people with disabilities at the Public Library and Archives Service of Malang City. The study is a descriptive research with a qualitative approach and used the Inclusive Library Model by Kaeding which consisted of 7 elements, supportive management, programs, physical barriers, training, partnerships, marketing, and collections. The data collection techniques consisted of interviews, observation, and documentation. The primary data of the research were obtained through interviews with the library staffs, users with disabilities as well as instructor and guide from UPT RSBN of East Java. Meanwhile, the secondary data were obtained from the library documents, internet, and other sources. The results of the study showed that the seven elements of an inclusive library have all existed and been fulfilled to some extent at the Public Library of Malang City. Elements such as physical barriers and marketing fall short because of inaccessibility, inadequacy of facilities, and lack of promotion. Others, like supportive management, programs, training, partnerships, and collections, while far from optimal, are still adequate since it fulfills the prerequisites of the model.
