Abstract

Penyuluh pertanian adalah seorang warga negara Indonesia yang telah diberikan tugas, tanggung jawab dan wewenang untuk melakukan penyuluhan pertanian. Kinerja penyuluh pertanian yang tinggi, akan mempengaruhi perilaku petani dalam berusahatani, sehingga menghasilkan peningkatan produksi usahatani. Evaluasi kinerja penyuluh pertanian didasarkan pada aspek persiapan penyuluhan pertanian, pelaksanaan penyuluhan pertanian, evaluasi dan pelaporan penyuluhan pertanian. Salah satu indikasi rendahnya kinerja penyuluh pertanian di Kabupaten Malang, ditunjukkan dari aspek pelaksanaan penyuluhan pertanian. Beberapa penelitian sebelumnya telah membuktikan bahwa faktor karakteristik penyuluh, dukungan organisasi dan motivasi kerja mempengaruhi kinerja penyuluh pertanian. Oleh karena itu, tujuan dari penelitian ini adalah untuk: (1) Mendeskripsikan kondisi karakteristik penyuluh, dukungan organisasi, motivasi kerja dan kinerja penyuluh pertanian di Dinas Pertanian Tanaman Pangan dan Hortikultura (DPTPH) Kabupaten Malang; (2) Menganalisis pengaruh karakteristik penyuluh, dukungan organisasi dan motivasi kerja terhadap kinerja penyuluh pertanian di DPTPH Kabupaten Malang; dan (3) Menganalisis pengaruh mediasi motivasi kerja dari hubungan antara karakteristik penyuluh, dukungan organisasi dan kinerja penyuluh pertanian di DPTPH Kabupaten Malang ; (4) Merumuskan model peningkatan kinerja penyuluh pertanian di DPTPH Kabupaten Malang. Penelitian ini dilaksanakan di Dinas Pertanian Tanaman Pangan dan Hortikultura Kabupaten Malang. Waktu pelaksanaanya pada bulan September hingga Desember 2021. Metode kuantitatif eksplanatif dipilih untuk menjawab tujuan penelitian ini. Teknik penentuan sampel secara purposive dengan kriteria: (1) penyuluh pertanian yang telah memiliki penilaian kinerja minimal 1 tahun; (2) bersedia mengisi kuisioner penelitian secara online atau offline. Sebanyak 85 responden penyuluh pertanian telah berpartisipasi dalam menjawab kuisioner penelitian ini. Data dianalisis secara deskriptif dan juga menggunakan pendekatan SEM – PLS (Structural Equation Modeling – Partial Least Square), untuk menguji pengaruh antar variabel yang dihipotesiskan dalam model penelitian. Hasil dari penelitian ini, adalah: Pertama, kondisi karakteristik penyuluh, sebanyak 56 responden dalam kategori karakteristik tinggi, 29 responden kategori sedang dan 0 responden dalam kategori rendah. Kondisi dukungan organisasi, sebanyak 9 responden dalam kategori rendah, 60 responden kategori sedang dan 16 responden dalam kategori tinggi. Kondisi motivasi kerja, sebanyak 2 responden dalam kategori rendah, 52 responden kategori sedang dan 31 responden dalam kategori tinggi. Kondisi kinerja penyuluh pertanian, 11 responden dalam kategori rendah, sebanyak 49 responden kategori sedang dan 25 responden dalam kategori kinerja tinggi. Kedua, bahwa masing-masing dari variabel karakteristik penyuluh, dukungan organisasi, motivasi kerja, berpengaruh positif dan signifikan terhadap kinerja penyuluh pertanian. Disamping itu, dari ketiga variabel tersebut, secara bersama-sama mempengaruhi kinerja penyuluh pertanian dan variabel karakteristik penyuluh lebih dominan dibandingkan variabel dukungan organisasi serta motivasi kerja.

English Abstract

Agricultural extension worker is an Indonesian citizen who has been given the task, responsibility and authority to carry out agricultural extension. The high performance of agricultural extension agents will influence the behavior of farmers in farming, resulting in an increase in farm production. Evaluation of agricultural extension performance is based on aspects of agricultural extension preparation, implementation of agricultural extension, evaluation and reporting of agricultural extension. One indication of the low performance of agricultural extension workers in Malang Regency is shown from the aspect of implementing agricultural extension. Several previous studies have proven that the factors of agricultural instructor characteristics, organizational support and work motivation affect the performance of agricultural extension workers. Therefore, the aims of this study were to: (1) Describe the characteristic conditions of extension workers, organizational support, work motivation and performance of agricultural extension workers at the Department of Agriculture, Food Crops and Horticulture (DTPPH) Malang Regency; (2) to analyze the effect of extension characteristics, organizational support and work motivation on the performance of agricultural extension agents in DPTPH Malang Regency; and (3) to analyze the mediating effect of work motivation from the relationship between extension characteristics, organizational support and agricultural extension performance in DPTPH Malang Regency; (4) Formulate a model for improving the performance of agricultural extension workers in DPTPH Malang Regency. This research was conducted at the Department of Agriculture, Food Crops and Horticulture, Malang Regency. The time for implementation is from September to December 2021. The explanatory quantitative method was chosen to answer the objectives of this research. The sampling technique was purposive with the following criteria: (1) agricultural extension workers who have had a performance appraisal for at least 1 year; (2) willing to fill out research questionnaires online or offline. A total of 85 agricultural extension respondents have participated in answering the research questionnaire. Data were analyzed descriptively and also used the SEM - PLS (Structural Equation Modeling - Partial Least Square) approach, to examine the influence of the hypothesized variables in the research model. The results of this study are: First, the condition of the extension characteristics, as many as 56 respondents in the high characteristic category, 29 respondents in the medium category and 0 respondents in the low category. Conditions of organizational support, as many as 9 respondents in the low category, 60 respondents in the medium category and 16 respondents in the high category. Conditions of work motivation, as many as 2 respondents in the low category, 52 respondents in the medium category and 31 respondents in the high category. Agricultural extension workers' performance conditions, 11 respondents in the low category, as many as 49 respondents in the medium category and 25 respondents in the high performance category.
