Abstract

Kecamatan Sukun, Kota Malang merupakan kecamatan dengan jumlah penyandang disabilitas terbanyak kedua di Kota Malang. Kecamatan ini juga menjadi tempat bagi UPT. Dinas SOsial Bina Netra Malang yang merupakan lokasi belajar siap kerja bagi penyandang tuna netra dari Provinsi Jawa Timur, serta Puskesmas Janti sebagai satu-satunya puskesmas yang mampu melayani pengobatan penyandang disabilitas secara mandiri. Adanya tarikan yang kuat bagi penyandang disabilitas menuju Kecamatan Sukun menjadi urgensi penyediaan sarana dan prasarana transportasi yang ramah disabilitas. Penelitian ini dilakukan untuk mengevaluasi kinerja sarana dan prasarana transportasi di Kecamatan Sukun serta merumuskan rekomendasi perbaikan sarana dan prasarana transportasi di Kecamatan Sukun agar lebih aksesibel bagi penyandang disabilitas. Tingkat kesesuaian angkutan umum, halte, dan trotoar di Kecamatan Sukun, Kota Malang dengan standar mengenai aksesibilitas bagi penyandang disabilitas masih rendah secara keseluruhan. Hal ini didukung dari hasil analisis SPM yang menunjukkan adanya kesenjangan atau gap antara peraturan perundang-undangan dan standar yang berlaku dengan kondisi eksising sarana dan prasarana transportasi di Kecamatan Sukun. Persepsi penyandang disabilitas mengenai fungsionalitas dan disfungsionalitas fasilitas pelengkap angkutan pada umum, halte, dan trotoar di Kecamatan Sukun, Kota Malang diukur menggunakan analisis Model Kano. Hasil Analisis Model Kano menunjukkan pengkategorian masing-masing fasilitas pelengkap berdasarkan Blauth’s Formula sebagai berikut. Fasilitas pelengkap dengan kategori Attractive, One-dimensional, dan Must Be masuk ke dalam Voice of Customer Analisis QFD. Pada angkot, papan informasi braille dan audio visual dan Ramp termasuk menjadi prioritas. Pada trotoar, guiding block termasuk menjadi prioritas. Pada halte, guiding block, papan informasi braille dan audio visual, kursi prioritas, dan ramp termasuk menjadi prioritas. Melalui hasil analisis QFD, ditemukan prioritas respon teknis berupa penyusunan prioritas anggaran untuk penyediaan infrastruktur disabilitas dan advokasi kebutuhan infrastruktur disabilitas kepada pemerintah

English Abstract

Sukun District, Malang City is the sub-district with the second highest number of persons with disabilities in Malang City. This sub-district is also a place for UPT. Social Service Bina Netra Malang, which is a ready-to-work learning location for blind people from East Java Province, as well as the Janti Health Center as the only health center that is able to independently provide treatment for people with disabilities. The existence of a strong attraction for persons with disabilities to the Sukun Sub-District has become an urgency to provide disability-friendly transportation facilities and infrastructure. This research was conducted to evaluate the performance of transportation facilities and infrastructure in Sukun District and to formulate recommendations for improving transportation facilities and infrastructure in Sukun District to make it more accessible for persons with disabilities. The level of suitability of public transportation, bus stops and sidewalks in Sukun District, Malang City with standards regarding accessibility for persons with disabilities is still low overall. This is supported by the results of the SPM analysis which shows that there is a discrepancy or gap between the laws and regulations that apply and the existing conditions of transportation facilities and infrastructure in Sukun District. Perceptions of persons with disabilities regarding the functionality and dysfunction of complementary public transportation facilities, bus stops and sidewalks in Sukun District, Malang City were measured using the Kano Model analysis. The results of the Kano Model Analysis show the categorization of each complementary facility based on Blauth's Formula as follows. Complementary facilities with categories Attractive, One-dimensional, and Must Be are included in QFD's Voice of Customer Analysis. On angkots, braille and audio-visual information boards and ramps are also a priority. On sidewalks, guiding blocks are also a priority. At bus stops, guiding blocks, braille and audio-visual information boards, priority seats, and ramps are also a priority. Through the results of the QFD analysis, technical response priorities were found in the form of setting budget priorities for the provision of disability infrastructure and advocating for disability infrastructure needs to the government.
