Abstract

Kantor Wilayah BPN selaku perpanjangan tangan dari Kementerian ATR/BPN di provinsi perlu mendorong kinerja aparaturnya yang mana merupakan kunci utama dari kualitas sebuah organisasi sehingga dapat menggunakan anggaran dengan baik yang termuat dalam DIPA untuk mendanai program-program strategis yang mendukung tujuan nasional. Penelitian ini bertujuan untuk mengetahui, mendeskripsikan dan menganalisis Kinerja Aparatur Pelaksana DIPA di Kantor Wilayah BPN Provinsi Jawa Timur.Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini berfokus untuk mengkaji kinerja aparatur pelaksana DIPA di Kantor Wilayah BPN Provinsi Jawa Timur. Lokasi penelitian yaitu di Kantor Wilayah BPN Provinsi Jawa Timur. Data yang digunakan adalah data primer dan data sekunder. Teknik analisis data menggunakan model Creswell. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Sedangkan, uji keabsahan data menggunakan teknik triangulasi. Hasil dari penelitian ini adalah kinerja aparatur pelaksana DIPA di Kantor Wilayah BPN Provinsi Jawa Timur didorong oleh aspek kompetensi, motivasi, kepemimpinan, komunikasi, dan budaya kerja. Kinerja aparatur pelaksana DIPA dilihat dari outputnya yaitu pelaksanaan DIPA. Kesimpulan penelitian ini adalah kompetensi, motivasi, kepemimpinan, komunikasi dan budaya kerja telah dinilai baik di Kantor Wilayah BPN Provinsi Jawa Timur. Namun juga dipengaruhi oleh perbedaan karakter pegawai, miss communication dalam komunikasi horizontal, serta keimanan pegawai. Kinerja aparatur pelaksana DIPA dilihat dari pelaksanaan DIPA telah dinilai baik. Namun, Kantor Wilayah BPN Provinsi Jawa Timur masih menerapkan incremantal budgeting sehingga program dan kegiatan belum terukur secara efektif dan efisien. Rekomendasi pada penelitian ini adalah pemerataan pelaksanaan diklat bagi pegawai aparatur pelaksana DIPA yang belum mengikuti diklat untuk menunjang pekerjaan sesuai dengan tugas pokok dan fungsi aparatur. Serta mengagendakan rapat rutin untuk melakukan monitoring kinerja pelaksanaan DIPA. Selain itu, penyusunan target anggaran harus disusun dengan kriteria specific, measurable, achievable, relevant, time bond dan continously improve (SMART-C) sesuai peraturan Permendagri Nomor 86 Tahun 2017, agar tercipta keselarasan program, kegiatan, target, dan jumlah anggaran yang ditetapkan.

English Abstract

The BPN Regional Office as an extension of the Ministry of ATR/BPN in the provinces needs to encourage the performance of its employees which is the main key to the quality of an organization so that it can properly use the budget contained in the DIPA to fund strategic programs that support national goals. This research aims to determine, describe and analyze the performance of DIPA implementing employees at the Regional Office of the BPN of East Java Province.This type of research is descriptive research with a qualitative approach. This research focuses on examining the performance of the DIPA implementing apparatus at the BPN Regional Office for East Java Province. The research location is at the East Java Province BPN Regional Office. The data used is primary data and secondary data. The data analysis technique uses the Creswell model. Data collection techniques were carried out using interviews, observation and documentation. Meanwhile, testing the validity of the data uses triangulation techniques. The results of this research are that the performance of the DIPA implementing apparatus at the East Java Province BPN Regional Office is driven by aspects of competence, motivation, leadership, communication and work culture. The performance of the DIPA implementing apparatus can be seen from its output, namely the implementation of DIPA. The conclusion of this research is that competence, motivation, leadership, communication and work culture have been assessed as good at the East Java Province BPN Regional Office. However, it is also influenced by differences in employee character, miscommunication in horizontal communication, and employee faith. The performance of the DIPA implementing apparatus seen from the implementation of DIPA has been assessed as good. However, the BPN Regional Office for East Java Province is still implementing incremental budgeting so that programs and activities have not been measured effectively and efficiently. The recommendation in this research is equal distribution of training for DIPA implementing apparatus employees who have not taken training to support their work in accordance with the main duties and functions of the apparatus. As well as scheduling regular meetings to monitor the performance of DIPA implementation. In addition, budget targets must be prepared using specific, measurable, achievable, relevant, time bond and continuously improving (SMART-C) criteria in accordance with Permendagri Regulation Number 86 of 2017, in order to create harmony between programs, activities, targets and the determined budget amount.
