Abstract
Permasalahan yang umum terjadi didalam pembangunan publik oleh pemerintah, adalah terkait nilai kompensasi yang dinilai tidak sesuai dengan kesepakatan, maupun dari tingkat kerugian yang dialami masyarakat terdampak (Wanzala, 2007). Penelitian ini berupaya untuk menyoroti berbagai respon yang timbul di masyarakat atas kompensasi pengadaan lahan Bandara Internasional Dhoho-Kediri, dan implikasinya terhadap aksi protes oleh warga terdampak bandara. Terdapat dua bentuk kompensasi yang dilihat dari proyek Bandara Internasional Dhoho-Kediri, yakni kompensasi dalam bentuk fisik (materi) atas tanah, serta program sosial yang diberikan kepada masyarakat terdampak. Penelitian ini menggunakan metode penelitian etnografi dengan hasil penelitian berupa kualitatif. Adapun teori yang digunakan dalam penelitian ini, menggunakan teori Compensation oleh Maitreesh Gathak, dkk serta teori Grievances oleh Gutu Olana Wayessa. Objek penelitian ini dilakukan di Desa Bulusari Kecamatan Tarokan Kabupaten Kediri Jawa Timur, sebagai daerah paling terdampak atas pembebasan lahan bandara yakni seluas 175 bidang tanah milik warga. Hasil dari penelitian ini menunjukkan terhadap berbagai pelanggaran atas kompensasi lahan proyek Bandara Internasional Dhoho-Kediri, diantaranya mengenai nilai kompensasi lahan yang rendah, dampak debu bandara terhadap pemukiman sekitar, serta pengingkaran janji program sosial oleh pemerintah kepada masyarakat terdampak. Berbagai pelanggaran ini menyebabkan berbagai keluhan bahkan aksi protes dilakukan oleh masyarakat terdampak, karena dinilai telah merugikan berbagai aspek kehidupan masyarakat seperti dalam aspek pertanian, lingkungan, kesehatan, serta mobilitas masyarakat.
English Abstract
A common problem in public development by the government is related to the value of compensation that is considered not in accordance with the agreement, as well as the level of loss experienced by affected communities (Wanzala, 2007). This research seeks to highlight the various responses in the community to compensation for land acquisition for Dhoho-Kediri International Airport, and its implications for protests by residents affected by the airport. There are two forms of compensation seen from the Dhoho-Kediri International Airport project, namely compensation in the form of physical (material) land, as well as social programs provided to affected communities. This research uses ethnographic research methods with qualitative research results. The theory used in this research uses the theory of Compensation by Maitreesh Gathak, et al and the theory of Grievances by Gutu Olana Wayessa. The object of this research was conducted in Bulusari Village, Tarokan District, Kediri Regency, East Java, as the most affected area for airport land acquisition, namely 175 plots of land owned by residents. The results of this research show various violations of land compensation for the Dhoho-Kediri International Airport project, including the low value of land compensation, the impact of airport dust on surrounding settlements, and the denial of social program promises by the government to affected communities. These violations have led to complaints and even protests by the affected communities because they are considered to have harmed various aspects of people's lives such as agriculture, the environment, health, and community mobility.
