Abstract
Program Gerakan Ayo Sekolah ini dapat dikatakan sebagai sebuah upaya nyata yang dijalankan oleh pemerintah Kabupaten Bojonegoro dengan memberikan bantuan dana pendidikan kepada anak usia sekolah, terutama usia 7-18 tahun. Tujuan dalam penelitian ini adalah mengetahui implementasi Kebijakan dalam Rangka Mengurangi Angka Putus Sekolah di Kabupaten Bojonegoro. Metode penelitian yang digunakan adalah kualitatif. Pengumpulan data dilakukan dengan wawancara pada informan yang mengetahui informasi. Sementara Analisa data dilakukan dengan cara reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan implementasi kebijakan program Gerakan Ayo Sekolah di SMA/SMK Negeri di Kecamatan Baureno Kabupaten Bojonegoro yaitu, (1) komunikasi program kurang maksimal karena ada beberapa pihak yang masih belum mengetahui adanya program ini (2) sumber daya telah memenuhi (3) disposisi menunjukkan tanggapan positif dari pelaksana maupun penerima manfaat, dan (4) struktur birokrasi menunjukkan dasar hukum dari Program Ayo Sekolah adalah UUD 1945 Pasal 31, Undang-Undang Pendidikan Nasional, Peraturan Daerah Pendidikan, serta Ketetapan atau Pemberitahuan yang dikeluarkan oleh Bupati. Namun, hingga saat ini, ketiga dokumen ini belum memberikan rincian yang memadai tentang bagaimana Gerakan Ayo Sekolah seharusnya diatur dalam Peraturan Daerah maupun dalam Ketetapan Bupati. Dampak kebijakan program Gerakan Ayo Sekolah dalam rangka mengurangi angka putus sekolah di SMA/SMK Negeri di Kecamatan Baureno Kabupaten Bojonegoro adalah positif. Didukung oleh data persentase angka putus sekolah pada jenjang SMA/SMK/MA di Kabupaten Bojonegoro, yang menunjukkan penurunan angka putus sekolah sejak diberlakukannya Program GAS.
English Abstract
The Come to School Movement program can be said to be a real effort carried out by the Bojonegoro Regency government by providing educational financial assistance to school age children, especially aged 7-18 years. The aim of this research is to determine the implementation of policies in order to reduce school dropout rates in Bojonegoro Regency. The research method used is qualitative. Data collection was carried out by interviewing informants who knew the information. Meanwhile, data analysis is carried out by reducing data, presenting data and drawing conclusions. The results of the research show that the implementation of the Come to School Movement program policy in State High Schools/Vocational Schools in Baureno District, Bojonegoro Regency, namely, (1) program communication is not optimal because there are several parties who still do not know about the existence of this program (2) resources have been met (3) disposition shows a positive response from implementers and beneficiaries, and (4) the bureaucratic structure shows that the legal basis for the Come to School Program is Article 31 of the 1945 Constitution, the National Education Law, Regional Education Regulations, as well as Decrees or Notifications issued by the Regent. However, to date, these three documents do not provide sufficient details about how the Come to School Movement should be regulated in Regional Regulations or in Regent Decrees. The policy impact of the Come to School Movement program in order to reduce the dropout rate in State High Schools/Vocational Schools in Baureno District, Bojonegoro Regency is positive. Supported by data on the percentage of school dropout rates at the SMA/SMK/MA level in Bojonegoro Regency, which shows a decrease in the dropout rate since the implementation of the GAS Program..
