Abstract

Perkembangan teknologi informasi (internet) di Indonesia yang semakin maju dan jaringan internet sudah masuk ke hampir seluruh pelosok daerah. Teknologi internet ini dimanfaatkan oleh Pemerintah Daerah untuk meningkatkan pelayanan kepada masyarakat termasuk pelayanan Bea Perolehan Hak Atas Tanah dan Bangunan (BPHTB) di Badan Pendapatan Daerah Kabupaten Kediri melalui aplikasi e-BPHTB (Elektronik Bea Perolehan Hak Atas Tanah dan Bangunan) yang berbasis website. Pelayanan e-BPHTB (Elektronik Bea Perolehan Hak Atas Tanah dan Bangunan) adalah merupakan sistem informasi berbasis web (website) untuk mengelola data pajak yang dikenakan atas perolehan hak atas tanah dan bangunan di Badan Pendapatan Daerah Kabupaten Kediri. Efektivitas e-BPHTB adalah menganalisa realisasi penerimaan BPHTB dan potensi BPHTB sebelum adanya aplikasi e-BPHTB dan sesudah adanya aplikasi e-BPHTB. Tujuan penelitian ini adalah untuk mengetahui prosedur pelayanan e-BPHTB di Badan Pendapatan Daerah Kabupaten Kediri dan mengetahui efektivitas e-BPHTB terhadap penerimaan BPHTB di Kabupaten Kediri. Metode penelitian yang digunakan adalah metode kualitatif yang bersifat diskriptif pada studi kasus di Badan Pendapatan Daerah Kabupaten Kediri. Data-data yang diperoleh dari observasi aplikasi e-BPHTB, dokumentasi laporan potensi dan realisasi penerimaan BPHTB di Kabupaten Kediri pada tahun 2016 sampai 2021 dan wawancara. Kesimpulan peneltian, prosedur pelayanan e-BPHTB merupakan proses langkah demi langkah aplikasi pelayanan sistem informasi berbasis web (website) untuk mengelola data pajak yang dikenakan atas Bea Perolehan Hak Atas Tanah dan Bangunan (BPHTB) guna membantu Badan Pendapatan Daerah Kabupaten Kediri untuk melakukan fungsi pelayanan, penelitian/validasi, pembanyaran dan pelaporan BPHTB sehingga lebih cepat dan effisien. Efektivitas e-BPHTB terhadap penerimaan BPHTB guna membantu di Kabupaten Kediri pada tahun 2020 efektivitasnya belum signifikan serta terjadi penurunan mencapai 86,43% dengan kriteria efektifitas cukup efektif; tetapi pada tahun 2021 terjadi kenaikan efektivitas hingga mencapai 115,80% dengan kriteria efektivitas sangat efektif.

English Abstract

The development of information technology (internet) in Indonesia is increasingly advanced and internet networks have entered almost all corners of the region. This internet technology is used by the Regional Government to improve services to the community including the service of Fees for Acquisition of Land and Building Rights (BPHTB) at the Kediri Regency Regional Revenue Agency through the website-based e-BPHTB (Electronic Fee for Acquisition of Land and Building Rights) applications. The e-BPHTB service (Electronic Fee for Acquisition of Land and Building Rights) is a web-based information system (website) for managing tax data imposed on the acquisition of land and building rights at the Kediri Regency Regional Revenue Agency. The effectiveness of e-BPHTB is to analyze the realization of BPHTB revenue and the potential of BPHTB before the e-BPHTB application and after the e-BPHTB application. The purpose of this study was to find out the procedures for e-BPHTB services at the Regional Revenue Agency of Kediri Regency and to find out the effectiveness of e-BPHTB for BPHTB revenues in Kediri Regency. The research method used is a qualitative method that is descriptive in a case study at the Regional Revenue Agency of Kediri Regency. The data were obtained from observing the e-BPHTB application, documenting reports on the potential and realization of BPHTB receipts in Kediri Regency from 2016 to 2021 and interviews. The conclusion of the research, the e-BPHTB service procedure is a step-by-step process of web-based information system service application (website) to manage tax data imposed on Land and Building Rights Acquisition Fees (BPHTB) to help the Kediri Regency Regional Revenue Agency to carry out service functions, research/validation, BPHTB payment and reporting so that it is faster and more efficient. The effectiveness of e-BPHTB for BPHTB revenues to help in Kediri Regency in 2020 has not been significant and has decreased to 86.43% with the criteria of effectiveness being quite effective; but in 2021 there will be an increase in effectiveness up to 115.80% with very effective effectiveness criteria.
