Abstract
Penelitian ini bertujuan untuk membuktikan pengaruh performance expectancy, effort expectancy, social influence terhadap behavioral intention serta pengaruh facilitating conditions dan behavioral intention terhadap use behavior dari penggunaan Kartu Kredit Pemerintah (KKP). Penelitian ini menggunakan model Unified Theory of Acceptance and Use of Technology (UTAUT) yang dimodifikasi dengan memasukkan perceived financial risk yang memiliki konstruk berpengaruh secara negatif terhadap behavioral intention. Kuesioner disebarkan kepada para pegawai yang menggunakan KKP dalam aktivitas bekerja sehari-hari di satuan kerja Kementerian PUPR yang berdomisili di DKI Jakarta. Data responden yang dapat diolah sebesar 110 dan dianalisis menggunakan metode PLS-SEM. Hasil penelitian membuktikan bahwa performance expectancy, effort expectancy, dan social influence berpengaruh positif terhadap behavioral intention dengan effort expectancy memiliki pengaruh yang paling kuat. Selanjutnya facilitating conditions dan behavioral intention berpengaruh positif terhadap use behavior, sedangkan perceived financial risk tidak berpengaruh terhadap behavioral intention. Kesimpulan yang dapat diambil bahwa model UTAUT dapat menjelaskan determinan penggunaan KKP dalam lingkup satker Kementerian PUPR yang berdomisili di DKI Jakarta. Peningkatan penggunaan KKP dapat berfokus pada peningkatan keinginan menggunakan (behavioral intention) dari pegawai, dan lebih khusus lagi pada aspek kemudahan dan kepraktisan (effort expectancy). Beberapa hal tersebut memberikan implikasi bahwa peningkatan aspek kemudahan dan kepraktisan penggunaan seperti tahapan proses UP yang lebih ringkas, administrasi pajak lebih ringkas dan kemudahan akses ke berbagai merchant perlu dilakukan dan dipertahankan untuk mencapai peningkatan penggunaan KKP.
English Abstract
The objective of this research is to prove the effects of performance expectancy, effort expectancy, and social influence on behavioral intention and the influences of facilitating condition and behavioral intention on use behavior in the context of Government Credit Card. This research uses the Unified Theory of Acceptance and Use of Technology (UTAUT) with some modification, in this case by including perceived financial risk, whose constructs negatively affect behavioral intention. A number of questionnaires were distributed to employees working in the work units of the Ministry of Public Works and Housing who live in the Special Capital Region of Jakarta, and 110 of them were processed using PLS-SEM. This study finds that performance expectancy, effort expectancy, and social influence positively affect the behavioral intention and that effort expectancy has the strongest influence. Then, facilitating conditions and behavioral intention positively affect the use behavior, while perceived financial risk does not affect the behavioral intention. Based on these findings, it can be concluded that the UTAUT model can explain the determinants of Government Credit Card usage by employees of the work units of the Ministry of Public Works and Housing who live in the Special Capital Region of Jakarta. The increase in the use of the card can focus on the increase in employee’s willingness to use (behavioral intention), and particularly in the aspect of ease and practicality (effort expectancy). Furthermore, it can be inferred that the increase in ease and practicality of usage, such as simpler budget authorizing process, shorter tax administration, and easier access to various merchants, must be attained and maintained in order to increase the use of the Government Credit Card.
