Abstract

Indonesia memiliki minat baca yang rendah. Dengan fenomena ini Kementerian Pendidikan dan Kebudayaan menciptakan program yang dinilai dapat mengatasi masalah tersebut. Kementerian pendidikan dan kebudayaan menciptakan program Gerakan Literasi Sekolah (GLS). Berdasarkan peraturan yang telah ditetapkan mengenai literasi yakni peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 23 Tahun 2015 tentang penumbuhan budi pekerti. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di SMA Negeri 1 Manyar, Gresik. Fokus penelitian ini mengkaji implementasi program gerakan literasi Sekolah berdasarkan teori model implementasi kebijakan publik yang terbagi dalam 7 variabel yakni (1) Ukuran Dasar dan Tujuan Kebijakan, (2) Sumber-sumber kebijakan, (3) Komunikasi antar organisasi terkait dan kegiatan-kegiatan pelaksanaan, (4) Ciri badan Pelaksana, (5) Lingkungan ekonomi, sosial dan politik, (6) Sikap para Pelaksana (Implementors), (7) kinerja para pelaksana. Analisis data penelitian ini menggunakan model interaktif dari Miles, Huberman dan Saldana. Hasil penelitian ini menunjukkan bahwa implementasi program GLS yang terdapat di SMA Negeri 1 Manyar sesuai dengan teori model implementasi kebijakan publik Van Meter dan Van Horn. Program GLS sudah dapat dikatakan berhasil dengan persentase keberhasilan mencapai 95%. Program GLS yang terdapat di SMA Negeri 1 Manyar berjalan dengan lancar. Kendala yang terdapat di implementasi program GLS memiliki kendala yang dapat dihadapi oleh guru dan tim literasi.

English Abstract

Indonesia has low reading interest. With this phenomenon, the Ministry of Education and Culture has created a program that is considered to be able to overcome this problem. The Ministry of Education and Culture created the School Literacy Movement (GLS) program. Based on the regulations that have been set regarding literacy, namely the regulation of the Minister of Education and Culture of the Republic of Indonesia Number 23 of 2015 concerning the growth of character.This research uses a descriptive research type with a qualitative approach which is located at Public Senior High School 1 Manyar, Gresik. The focus of this research examines the implementation of the school literacy movement program based on the theory of public policy implementation models which are divided into 7 variables namely (1) Basic Measures and Policy Objectives, (2) Policy sources, (3) Communication between related organizations and implementing activities, (4) Characteristics of Executing agencies, (5) Economic, social and political environment, (6) Attitudes of Implementers (Implementors), (7) Work performance or performance of executors. Analysis of the research data uses an interactive model from Miles, Huberman and Saldana. The results of this study indicate that the implementation of the GLS program in Public Senior High School 1 Manyar is in accordance with the theory of the Van Meter and Van Horn public policy implementation models. The GLS program can be said to be successful with a success percentage reaching 95%. The GLS program at Public Senior High School 1 Manyar runs smoothly. Obstacles in the implementation of the GLS program have obstacles that can be faced by teachers and the literacy team.
