Abstract
Kemiskinan masih menjadi permasalahan bagi negara berkembang seperti Indonesia. Pemerintah Indonesia terus bergerak melakukan upaya-upaya dalam menanggulangi dan menangani permasalahan kemiskinan. Salah satu bentuk upaya penanganan yang dilakukan pemerintah Indonesia ialah memberikan bantuan sosial kepada masyarakat pra sejahtera atau masyarakat miskin di Indonesia. Pendataan distribusi bantuan sosial menggunakan basis Data Terpadu Kesejahteraan Sosial yang dilakukan melalui program Sistem Informasi Kesejahteraan Sosial-Next Generation (SIKS-NG) sesuai dengan Peraturan Nomor 3 Tahun 2021 Tentang Pengelolaan Data Terpadu Kesejahteraan Sosial. Kondisi eksisting dan fakta empiris terkait distribusi bantuan sosial di Indonesia ditemukan beberapa kendala dan hambatan dalam pelaksanaanya salah satunya permasalahan ketidak tepatan sasaran dalam distribusi bantuan sosial seperti yang terjadi di Kota Malang. Pada tahap 1 dan 2 distribusi banuan sosial di Kota Malang pada tahun 2020 Dinas Sosial P3AP2KB menemukan 40% Data Ganda Penerima Bantuan Sosial berdasarkan penggunaan data DTKS. Hal tersebut menjadi landasan bagi peneliti dalam mengkaji terkait implementasi program SIKS-NG dalam distribusi bantuan sosial di Kota Malang. Peneliti menggunakan teori implementasi program oleh David C. Korten dalam menganalisis dan mengkaji implemetnasi program serta tantangan yang dihadapi oleh Dinas Sosial P3AP2KB Kota Malang sebagai aktor pelaksana program SIKS-NG. Korten (1998) menjelaskan bahwa terdapat 3 aspek dalam mengkaji implementasi program yaitu (1) Kesesuaian antara program dengan pemanfaat (kelompok sasaran), (2) Kesesuaian antara program dengan organisasi pelaksana dan (3) Kesesuaian antara organisasi pelaksana dengan pemanfaat (kelompok sasaran). Teknik pengumpulan data dalam penelitian ini meliputi wawancara, observasi, dan dokumentasi. Teknik analisis data menggunakan model analisis penelitian kualitatif oleh Creswell (2016). Hasil penelitian menunjukan bahwa implementasi program SIKS-NG dalam distribusi bantuan sosial di Kota Malang memiliki output pengelolaan Data Terpadu Kesejahteraan Sosial (DTKS) guna memastikan aksesibilitas, kehandalan, ketepatan waktu, dan akuntabilitas data (akurat, lengkap, relevan, dan real) dalam penggunaannya untuk penyelenggaraan kesejahteraan sosial. Namun pada prosedur-prosedur yang dilaksanakan untuk mencapai output, dinilai belum sepenuhnya sesuai dalam mencapai output program dikarenakan masih terdapat permaslaahn yang berhubungan dengan aksesibilitas, kehandalan, ketepatan waktu, dan akuntabilitas data.
English Abstract
Poverty is still a problem for developing countries like Indonesia. The Government of Indonesia continues to move to make efforts to overcome and deal with the problem of poverty. One form of handling efforts carried out by the Indonesian government is to provide social assistance to underprivileged or poor communities in Indonesia. Data collection on the distribution of social assistance uses the Integrated Social Welfare Database which is carried out through the Social Welfare Information System-Next Generation (SIKS-NG) program in accordance with Regulation Number 3 of 2021 concerning Integrated Social Welfare Data Management. Existing conditions and empirical facts related to the distribution of social assistance in Indonesia found several obstacles and obstacles in its implementation, one of which was the problem of inaccuracy in the distribution of social assistance as happened in Malang City. In stages 1 and 2 of social assistance distribution in Malang City in 2020 the P3AP2KB Social Service found 40% of Double Data of Social Assistance Recipients based on the use of DTKS data. This is the basis for researchers in studying related to the implementation of the SIKS-NG program in the distribution of social assistance in Malang City. Researchers used the theory of program implementation by David C. Korten in analyzing and studying program implementation and the challenges faced by the P3AP2KB Social Service Office of Malang City as the implementing actor of the SIKS-NG program. Korten (1998) explains that there are 3 aspects in reviewing program implementation, namely (1) compatibility between programs and beneficiaries (target group), (2) compatibility between programs and implementing organizations and (3) compatibility between implementing organizations and beneficiaries (target group). Data collection techniques in this study include interviews, observation, and documentation. The data analysis technique uses a qualitative research analysis model by Creswell (2016). The results of the study show that the implementation of the SIKS-NG program in the distribution of social assistance in Malang City has the output of Integrated Social Welfare Data (DTKS) management to ensure accessibility, reliability, timeliness, and accountability of data (accurate, complete, relevant, and real) in its use for the implementation of social welfare. However, in the procedures implemented to achieve the output, it is considered that the values are not fully appropriate in achieving the program output because there are still problems related to data accessibility, reliability, timeliness, and accountability.
