Abstract

Retribusi parkir merupakan alat yang efektif dalam mengakomodasi berbagai kebijakan, termasuk diantaranya dapat memulihkan biaya operasional fasilitas parkir dan menjadi sumber penerimaan bagi pemerintah daerah, terutama pemerintah daerah Kota Malang dengan tingginya jumlah kendaraan di Kota Malang. Akan tetapi, tingginya jumlah kendaraan tersebut tidak disertai dengan kontribusi yang besar pada penerimaan daerah. Beberapa penelitian terdahulu masih menunjukkan adanya permasalahan pada pemungutan retribusi parkir yang dapat berdampak pada persepsi masyarakat sebagai wajib retribusi dalam hal kemauan membayar kewajibannya. Dalam melakukan pembayaran, publik akan membandingkan pertukaran antara biaya dan manfaat, sehingga perceived value menjadi prediktor yang kuat dalam mengetahui niat perilaku publik terhadap pembayaran tersebut. Penelitian ini bertujuan untuk menguji faktor-faktor yang mempengaruhi willingness to pay retribusi parkir dari perspektif perceived value dengan menggunakan Theory of Planned Behavior yang terdiri dari attitude, subjective norm, dan perceived behavioral control. Studi dilakukan di Kecamatan Lowokwaru, Kota Malang. Jenis penelitian ini adalah explanatory research dengan pendekatan kuantitatif. Sampel dalam penelitian ini merupakan wajib retribusi parkir Kecamatan Lowokwaru, Kota Malang dengan jumlah sampel sebanyak 200 responden. Teknik pengumpulan data dilakukan dengan menggunakan kuesioner yang disebarkan kepada responden secara daring dan luring. Analisis data dilakukan dengan pendekatan Structural Equation Modelling (SEM) menggunakan aplikasi Partial Least Square (PLS) 3.3 dengan melakukan evaluasi model pengukuran (outer model), model struktural (inner model), dan analisis mediasi. Hasil penelitian menunjukkan bahwa variabel subjective norm, perceived behavioral control, dan perceived value memiliki pengaruh yang signifikan terhadap willingness to pay retribusi parkir, sedangkan variabel attitude tidak memiliki pengaruh yang signifikan terhadap willingness to pay retribusi parkir. Analisis pengaruh mediasi yang dilakukan menunjukkan bahwa subjective norm dan perceived behavioral control memiliki peran partial mediation dengan hubungan complementary dalam hubungan tidak langsung antara perceived value dan willingness to pay karena hubungan tidak langsung keduanya menunjukkan hasil yang signifikan. Adapun attitude tidak memiliki peran mediasi dalam hubungan antara perceived value dengan willingness to pay dengan hubungan tidak langsung yang tidak signifikan.

English Abstract

Parking fees are an effective tool in accommodating various policies, including to recover the operational costs of parking facilities and become a source of revenue for local governments, especially the local government of Malang City with the high number of vehicles in Malang City. However, the high number of vehicles is not accompanied by a large contribution to regional revenues. Previous research shows that there are some matters with parking fees collection which can have an impact on people's perceptions of their willingness to pay. In making payments decision, public will compare the exchange between costs and benefits, so that perceived value becomes a strong predictor in knowing the public's behavioral intentions towards these payments. This study aims to examine the factors that influence the willingness to pay parking fees in Lowokwaru District, Malang City from the perspective of perceived value by using the Theory of Planned Behavior which consists of attitude, subjective norm, and perceived behavioral control. This is an explanatory research with a quantitative approach. The sample in this study is the parking retribution payer in Lowokwaru, Malang City with a total sample of 200 respondents. The data collection technique was carried out using a questionnaire which was distributed both online and offline to the Malang City parking fees payer. Data analysis was carried out using the Structural Equation Modeling (SEM) approach using the Partial Least Square (PLS) 3.3 application by evaluating the measurement model (outer model), structural model (inner model), and mediation analysis. The results showed that the variable subjective norm, perceived behavioral control, and perceived value had a significant effect on the willingness to pay parking fees, while the attitude variable had no significant effect on the willingness to pay parking fees. Analysis of the influence of mediation conducted shows that subjective norms and perceived behavioral control have a partial mediation role with a complementary relationship in the indirect effect between perceived value and willingness to pay, the indirect effect between the two shows significant results. Meanwhile, attitude does not have a mediating role in the relationship between perceived value and willingness to pay with the result shows not significant indirect effect.
