Abstract

Fungsi pemerintah daerah sebagai pelaksanan pembangunan dapat terlihat melalui struktur perekonomiannya, terutama pada sisi anggaran berupa pengeluaran pemerintah. Pengeluaran pemerintah digunakan sebagai instrumen dalam menentukan arah dan tujuan pembangunan daerah, salah satunya penyediaan layanan publik seperti pendidikan, kesehatan, Infrastruktur, program perlindungan sosial, dan mengarah kepada pertumbuhan ekonomi. Tujuan dari Penelitian ini adalah untuk mengukur tingkat efisiensi belanja fungsi tiap Kabupaten/Kota dalam pencapaian Sustainable Development Goals di Provinsi NTT. Metode yang digunakan adalah Data Envelopment Analysis (DEA) dengan model Variable Return to Scale, yang beorientasi pada output menggunakan data 22 Kabupaten/Kota. Variabel input adalah belanja pemerintah bidang kesehatan, pendidikan,perumahan dan fasilitas umum, ekonomi, perlindungan sosial dan variabel ouput adalah Sustainable Development Goals 1,3,4,6,8, dan 9 dengan rentangan tahun 2017-2021. Hasil dari penelitian ini menunjukan bahwa terdapat 3 Kabupaten/Kota secara konsisten yang telah mencapai efisiensi sempurna pada Tahun 2017-2021 dengan Skor DEA = 1. Daerah tersebut merupakan Kota Kupang (Goal 1 : Tanpa Kemiskinan, Goal 3 : Kesehatan dan Kesejahteraan yang baik, Goal 4 : Pendidikan yang berkualitas, Goal 6 : Air Bersih dan Sanitasi dan Goal 9 : Industri, Inovasi, dan Infrastruktur), Kabupaten Ngada (Goal 3 : Kesehatan dan Kesejahteraan yang baik, dan Goal 4 : Pendidikan yang berkualitas) dan Flores Timur (Goal 6 : Air Bersih dan Sanitasi dan Goal 9 : Industri, Inovasi, dan Infrastruktur). Hal ini menunjukan bahwa daerah-daerah tersebut telah dapat menggunakan belanja fungsi pemerintah dengan baik dalam tiap capaian Goal yang menjadi fokus penelitian.

English Abstract

The functions of local governments as the executor of development are visible from their economic structure, particularly in the aspect of budgeting in forms of government expenditures. This spending serves as an instrument for determining the local development’s directions and objectives; one of which is the provision of public service such as education, health, infrastructure, and social security programs, whose purposes are economic growth. The objective of this research is to measure the efficiency of the function expenditures in all regencies or cities in East Nusa Tenggara province for the attainment of its Sustainable Development Goals. This research employs output-oriented Data Envelopment Analysis (DEA) with Variable Returns to Scale and data of 22 regencies and cities as the decision-making units. The input variable is government spending in health, education, housing and public facilities, economy, and social security, while the output variable is Sustainable Development Goals number 1, 3, 4, 6, 8, and 9 within the period of 2017-2021. This study finds that there are three regencies or cities which have consistently achieve perfect efficiency from 2017 to 2021 with the DEA score of 1. They are Kupang City (Goal 1: no poverty, Goal 3: excellent health and wellbeing, Goal 4: quality education, Goal 6: clean water and sanitation, and Goal 9: industry, innovation, and infrastructure), Ngada Regency (Goal 3: excellent health and wellbeing; and Goal 4: quality education), and East Flores (Goal 6: clean water and sanitation; and Goal 9: industry, innovation, and infrastructure). This finding is an indication that those regions have been able to use governmental function spending well in each goal achievement that are used as the focus of this research.
