Abstract
Dalam mengimplementasikan desentralisasi fiskal, pemerintah daerah harus mengalokasikan pendapatan secara optimal. Jika tidak, sejalan dengan teori bureaucratic oversupply model yaitu akan terjadi kecenderungan konsumsi berlebih tanpa diimbangi dengan pengoptimalan sumber daya atau Flypaper Effect. Dalam melakukan analisis, Indeks Kemandirian Fiskal (IKF) digunakan sebagai alat untuk mengklasifikasikan kabupaten/kota sesuai dengan kategori kemandirian. Selanjutnya akan dilanjutkan dengan analisis regresi data panel pada pendeteksian Flypaper Effect dari setiap kategori IKF. Melalui analisis variabel PAD dan Dana Perimbangan terhadap Belanja Daerah akan mengindikasikan terjadi tidaknya fenomena Flypaper Effect. Metode yang digunakan yaitu analisis regresi data panel tahun 2015-2021 di 38 kabupaten/kota yang ada di Provinsi Jawa Timur. Penelitian ini juga menganalisis pengaruh Perilaku Oportunistik Penyusun Anggaran (OPA). Hasil dari penelitian ini yaitu kabupaten/kota di Provinsi Jawa Timur hanya diklasifikasikan menjadi 3 kategori. Pada kategori belum mandiri dan menuju kemandirian ditemukan fenomena Flypaper Effect. Sedangkan pada kategori mandiri tidak ditemukan fenomena Flypaper Effect. Hal ini kemudian dianalisis lebih lanjut melalui analisis tren PAD dimana ditemukan beberapa kabupaten/kota yang berpotensi dalam kemandirian dari peningkatan PAD. Serta perbedaan karakteristik Perilaku Oportunistik Penyusun Anggaran juga ditemukan pada kategori belum mandiri masih banyak spread positif dibandingkan kategori menuju kemandirian, tetapi spread negatif juga belum menyebar secara menyuluruh pada karakteristik OPA di daerah mandiri.
English Abstract
In implementing fiscal decentralization, local governments must allocate revenue optimally. If it is not implemented, it is in line with the theory of the bureaucratic oversupply model. Namely, there will be a tendency for excess consumption without optimizing resources or the Flypaper Effect. The Fiscal Autonomy Index (IKF) is used in the analysis to classify regencies/cities according to the independence category. Then it will continue with panel data regression analysis on detecting the Flypaper Effect from each IKF category. Analyzing Original Local Government Revenue (PAD) and Balancing Funds variables on Regional Expenditures will indicate whether the Flypaper Effect phenomenon occurs. The method used is panel data regression analysis for 2015-2021 in 38 regencies/cities in East Java Province. This study also analyzes the effect of the Opportunistic Behavior of Budget Makers (OPA). The results of this study are that regencies/cities in East Java Province are only classified into three categories. In the category that is not yet independent and towards independence, the Flypaper Effect phenomenon is found. Meanwhile, the Flypaper Effect phenomenon was not found in the independent category. This was then analyzed further through trend analysis of PAD, where several regencies/cities had the potential to become independent from increasing PAD. As well as differences in the characteristics of Opportunistic Behavior of Budget Makers, it is also found in the category that is not yet independent, there is still a lot of positive spread compared to the category towards independence, but the negative spread has also not spread in its entirety to the characteristics of OPA in independent areas.
