Abstract

Nilai ekspor hasil perikanan Indonesia tahun 2021 mencapai USD 5,72 miliar (angka sementara) atau mencapai 94,55% dari target tahun 2021 sebesar USD 6,05 miliar. Jika dibandingkan dengan target 2024, capaian tahun 2021 telah mencapai 71,50%. Sementara jika dibandingkan dengan capaian tahun 2020 yaitu sebesar USD 5,2 miliar terjadi peningkatan sebesar 10%. Komoditas cumi-sotong-gurita menduduki peringkat 4 volume ekspor tertinggi sebesar 168.230 ton dengan presentase 13,78% terhadap total volume ekspor perikanan dan peringkat 3 nilai ekspor tertinggi sebesar USD 618,93 juta dengan presentase 10,83% terhadap nilai total ekspor perikanan Indonesia. Produksi komoditas CSG dalam sembilan tahun terakhir berfluktuatif, dimana terjadi peningkatan di tahun 2015 dan mengalami penurunan pada tahun 2016 dan 2017. Kemudian mengalami peningkatan lagi pada tahun 2018. Tahun 2019 sempat mengalami penurunan, yang akhirnya meningkat Kembali pada tahun 2020 hingga tahun 2021 Indonesia termasuk kedalam salah satu negara eksportir utama dalam komoditas CSG (Cumi-Sotong-Gurita) ke negara Amerika Serikat. Berdasarkan potensi dan kemampuannya, penelitian ini akan dilaksanakan dengan tujuan untuk melihat bagaimana daya saing dan posisi daya saing ekspor komoditas CSG ke Amerika Serikat. Selain itu, juga dilakukan analisis untuk mengetahui sejauh mana nilai kurs dan GDP Amerika Serikat berpengaruh terhadap daya saing ekspor. Penelitian ini ini dilakukan dengan tujuan untuk mengetahui daya saing ekspor CSG Indonesia, posisi daya saing CSG Indonesia, serta pengaruh nilai kurs dan GDP terhadap daya saing ekspor CSG Indonesia ke Amerika Serikat. Pengumpulan data yaitu dengan data time series dari Kementerian Kelautan dan Perikanan. Analisis data menggunakan Revelead Comparative Advantage (RCA), Export Product Dynamic (EPD) dan Analisis Regresi Linear Berganda dengan metode Ordinary Least Square (OLS). Hasil yang didapatkan menggunakan analisis data tersebut kinerja daya saing ekspor komoditas CSG Indonesia ke Amerika Serikat menunjukan bahwa pada tahun 2013-2021 komoditas CSG memiliki keunggulan komparatif diatas rata-rata dunia atau memiliki daya saing kuat di negara Amerika Serikat. Posisi daya saing ekspor komoditas CSG Indonesia ke negara tujuan Amerika Serikat menunjukan tidak kompetitif di pasar Amerika Serikat. Posisi Retreat menunjukkan bahwa pangsa produk dan daya tarik pasar mengalami penurunan selama 9 tahun terakhir. Nilai kurs dan GDP secara simultan berpengaruh signifikan terhadap daya saing ekspor CSG. Sedangkan, nilai kurs secara parsial berpengaruh secara nyata dengan tingkat kepercayaan 90% dan tingkat kesalahan 10% dan GDP berpengaruh tidak signifikan terhadap daya saing eskpor CSG.

English Abstract

The export value of Indonesian fishery products in 2021 reached USD 5.72 billion (temporary figures) or reached 94.55% of the 2021 target of USD 6.05 billion. When compared to the 2024 target, the achievement in 2021 has reached 71.50%. Meanwhile, when compared to the achievement in 2020, which was USD 5.2 billion, there was an increase of 10%. The squid-cuttlefish-octopus commodity was ranked 4th for the highest export volume of 168,230 tonnes with a percentage of 13.78% of the total fishery export volume and ranked 3rd for the highest export value of USD 618.93 million with a percentage of 10.83% of Indonesia's total fishery export value . CSG commodity production in the last nine years has fluctuated, where there was an increase in 2015 and decreased in 2016 and 2017. Then it increased again in 2018. In 2019 there was a decline, which finally increased again in 2020 to 2021 Indonesia is one of the main exporters of CSG (squid-cuttlefish-octopus) commodities to the United States. Based on the potential and capabilities, this research will be carried out with the aim of seeing how the competitiveness and competitive position of CSG commodity exports to the United States is. In addition, an analysis was also carried out to determine the extent to which the value of the United States exchange rate and GDP affect export competitiveness. This research was conducted with the aim of knowing the competitiveness of Indonesia's CSG exports, the position of Indonesia's CSG competitiveness, as well as the effect of the exchange rate and GDP on the competitiveness of Indonesia's CSG exports to the United States. Data collection is time series data from the Ministry of Maritime Affairs and Fisheries. Data analysis used Revelead Comparative Advantage (RCA), Export Product Dynamics (EPD) and Multiple Linear Regression Analysis with the Ordinary Least Square (OLS) method. The results obtained using this data analysis show that in 2013-2021 CSG commodities have a comparative advantage above the world average or have strong competitiveness in the United States. The competitiveness position of Indonesia's CSG commodity exports to the destination country of the United States shows that it is not competitive in the United States market. Retreat's position shows that CSG's product share and market attractiveness have decreased over the last 10 years. The factor of exchange rate and GDP simultaneously has a significant effect on CSG's export competitiveness. Meanwhile, the partial exchange rate has a significant effect with a 90% confidence level and an error rate of 10% and GDP has no significant effect on CSG's export competitiveness.
