Abstract
Penelitian ini bertujuan untuk menganalisis implementasi dan pelembagaan kartu kredit pemerintah dalam pembayaran uang persediaan melalui perspektif teori new institutional sociology di lingkup KPPN Gorontalo. Penelitian ini menggunakan pendekatan kualitatif dengan paradigma Interpretif dan metode studi kasus. Hasil penelitian menunjukkan bahwa keunggulan yang ditawarkan oleh kartu kredit pemerintah menarik minat pengguna yaitu keamanan bertransaksi, kebijakan bebas pajak dan kemudahan dalam pelaporan pertanggungjawaban. Dalam optimalisasi kartu kredit pemerintah pada KPPN Gorontalo dan satker wilayah kerjanya masih memiliki beberapa hambatan yang perlu dievaluasi kembali yaitu penerbitan/pergantian kartu yang dilakukan oleh pihak perbankan masih membutuhkan waktu yang cukup lama dan terbatasnya jumlah merchant yang menyediakan mesin EDC di wilayah Gorontalo. Selanjutnya dalam proses pelembagaan kartu kredit pemerintah yang terjadi di lingkup KPPN Gorontalo menunjukan terjadinya gejala institutional isomorphism yaitu mimetic, coercive, dan normative. Selain itu, indikasi terjadinya decoupling juga ditemukan dalam implementasi kartu kredit pemerintah.
English Abstract
The objective of this qualitative case study is to analyze the implementation and the institutionalization of government credit card in the provision of budget authority in the State Treasury Service Office of Gorontalo using the new institutional sociology. Incorporating interpretive paradigm, this research finds that the advantages provided by the government credit card for the prospective users are safety in transaction, freedom from tax, and ease in the accountability reporting. However, the optimization of government credit card in the State Treasury Service Office of Gorontalo and its regional work units still has to face obstacles that need to be evaluated. In addition to that the issuance or the replacement of the credit card by the banks still takes much time, there are not many merchants in Gorontalo that have provided EDCs. Furthermore, this research also finds that institutional isomorphisms, i.e., mimetic, coercive, and normative, still occur during the institutionalization of the credit card and that decoupling was also found in the card’s implementation in the said office.
