Abstract

Penelitian ini bertujuan untuk meneliti terkait Implementasi Pengelolaan Dana Bantuan Sosial Pemerintah Kota Kediri sebagai Program Pemberdayaan Masyarakat yang dikenal sebagai (PRODAMAS). Jenis penelitian ini adalah penelitian yuridis empiris. Teknik pengumpulan data yang digunakan adalah wawancara terhadap beberapa pihak tertentu, observasi, dan kajian kepustakaan. Dari hasil penelitian diketahui bahwa : (1) Pelaksanaan pengelolaan dana bantuan sosial telah dilaksanakan meskipun tidak maksimal (2) Hambatan yang menjadi penyebab pelaksanaan pengelolaan dana bantuan sosial tidak maksimal yaitu kurangnya pemahaman dan kesadaran masyarakat terkait tujuan dibentuknya program, kurangnya kapabilitas dan profesionalitas sumberdaya pelaksana (Tim Pendamping dan Swakelola) serta kurangnya komunikasi lebih lanjut antara pemerintah dan masyarakat (3) Upaya yang dapat mengatasi hambatan tersebut adalah memberikan pemahaman kepada masyarakat dengan melakukan sosialisasi, penyuluhan, kampanye serta menaikkan kapabilitas dan profesionalitas tim pelaksana melalui sikap transparasi dan keterbukaan selama program berlansung serta adanya evaluasi beserta perbaikan berkelanjutan.

English Abstract

This study aims to examine the Implementation of the Management of Social Assistance Funds for the Government of the City of Kediri as a Community Empowerment Program known as (PRODAMAS). This type of research is empirical juridical research. Data collection techniques used were interviews with certain parties, observation, and literature review. From the research results it is known that : (1) Implementation of management of social assistance funds has been carried out even though it is not optimal (2) Obstacles that are the cause of the implementation of social assistance fund management are not optimal, namely the lack of understanding and awareness of the community regarding the objectives of the program, the lack of capability and professionalism of implementing resources (Assistant Team and Swakelola) and the lack of further communication between the government and the community (3) Efforts that can overcome these obstacles are to provide understanding to the community by conducting outreach, counseling, campaigns and increasing the capability and professionalism of the implementing team through transparency and openness during the program as well as evaluation and continuous improvement.
