Abstract

Sampah yang berasal dari seluruh wilayah Kota Batu dibuang di TPA Tlekung. Salah satu upaya untuk mengatasi permasalahan sampah di Kota Batu tersebut adalah dengan dibangunnya Tempat Pengolahan Sampah Terpadu untuk mereduksi sampah Kota Batu. Hal ini diwujudkan berkat adanya kolaborasi yang melibatkan TPST-3R Dadaprejo Mandiri, Kelurahan Dadaprejo, dan Dinas Lingkungan Hidup Kota Batu. Data terkait penghargaan yang telah diraih TPST-3R Dadaprejo Mandiri atas kolaborasi yang tercipta membuat peneliti tertarik untuk meneliti lebih lanjut dari aspek kolaborasi antar stakeholders terkait dalam kolaborasi dalam pengelolaan sampah perkotaan. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik analisis data menggunakan model Miles dan Huberman. Sedangkan teknik pengumpulan data dilakukan dengan metode wawancara, observasi, dan studi pustaka serta uji keabsahan data menggunakan teknik triangulasi. Tujuan penelitian yaitu untuk menganalisis proses penerapan Collaborative Governance dan faktor penghambat dan faktor pendorong dalam proses Collaborative Governance antar stakeholders dalam pengelolaan sampah perkotaan. Peneliti menggunakan teori model Collaborative Governance Ansell dan Gash, Government of Canada dan Mattessich dan Monsey. Hasil penelitian menunjukkan proses pelaksanaan Collaborative Governance dalam pengelolaan sampah perkotaan di TPST-3R Dadaprejo Mandiri di Kota Batu dilihat dari proses kolaborasi yaitu dialog tatap muka, membangun kepercayaan, komitmen pada proses, pemahaman bersama, dan hasil sementara menunjukkan sudah berjalan dengan baik. Faktor penghambat yang mempengaruhi proses kolaborasi, yaitu, faktor institusi dan faktor budaya. Sedangkan dari 19 sub-faktor penentu keberhasilan kolaborasi yang dikemukakan oleh Mattessich dan Monsey, hanya enam sub-faktor yang dapat berjalan dengan baik, sedangkan 13 faktor lainnya belum berjalan dengan baik.

English Abstract

The Tlekung TPA is where waste from all parts of Batu City gets disposed of. The creation of an Integrated Waste Management Site is one of the initiatives being taken to address the trash issue in Batu City. This was made possible by TPST-3R Dadaprejo Mandiri, Dadaprejo Village, and the Batu City Environmental Service working together. Researchers have become interested in further investigating the topic of collaboration between important stakeholders in collaboration in urban waste management as a result of information connected to the prize that TPST-3R Dadaprejo Mandiri for the partnership developed has earned. Descriptive research using a qualitative methodology is the research type used. The Miles and Huberman models are employed in data analysis methods. In the meanwhile, triangulation techniques were used to assess the accuracy of the data collected through interviews, observation, and literature studies. The goal of the study is to examine how Collaborative Governance is put into practice, as well as the driving and obstruct variables that influence collaboration among stakeholders in urban waste management. The Collaborative Governance model theory developed by Ansell and Gash, the Government of Canada, and Mattessich and Monsey is used by researchers. The study's findings demonstrate that the Collaborative Governance method for managing urban waste at TPST-3R Dadaprejo Mandiri in Batu City is characterized by face-to-face dialogue, trust-building, commitment to the process, shared understanding, and intermediate outcomes. The process of collaboration is obstruct by institutions factor, and cultural factors. Only six of the 19 sub-elements that Mattessich and Monsey identify as determining the success of their collaboration are functioning properly, while the other 13 factors are not.
