Abstract
Terjadinya “ gempabumi “tahun “ 2018 “div Kabupaten '-Lombok " Utara memunculkan-adanya kebijakan presiden republik, Indonesia Inpres No: 5/ tahun 2018 untuk- melakukan -percepatan rehabilitasi dan rekonstruksi. pascabencana khususnya untuk mempercepat perbaikan dan pembangunan kembali rumah masyarakat yang rusak akibat bencana tersebut, Nyatanya penyelesaian perbaikan maupun pembangunan Kembali rumah masyarakat korban bencana belum mampu di “selesaikan” oleh “pemerintah daerah'“Kabupaten ''Lombok - Utara ' 'secara menyeluruh: selama 5/ tahun: berjalankebijakan / tersebut.” Terdapat “beberapa masalah, yang- muncul -pada implementasi- kebijakan | di. antaranya 'pada. proses pendataan di awal bencana, banyak data korban yang ditemukan dobel dan tidak sinkron, adanya pemblokiran dana oleh pemerintah dan adanya verifikasi kembali data korban. Adapun teori yang digunakan dalam’ pendekatan terhadap masalah penelitian ‘adalah “teori “Edward IIT-“(1980) “dengan ' ‘indikator ‘komunikasi, sumberdaya; | disposisi/sikap “dan struktur” birokrasi.' ' Metode ' ‘penelitian’| yang digunakan - adalah- metode -kualitatif - pendekatan | deskriptif - dengan. teknik pengumpulan. data. melalui wawancara, observasi. dan dokumentasi;serta, teknik analisis data menggunakan model analisis . interaktif Miles, Huberman dan Saldana (2014)." Hasil penelitian ini ‘adalah terjadi ‘miskomunikasi antara pemerintah “daerah’ dengan' masyarakat ‘karena''terdistorsi ' informasi “sehingga masyarakat kurang ‘menerima-informasi‘dengan jelas namun para pihak pelaksana tetap | konsisten' -menyampaikan; informasi- akan aturan-aturan: [Sumberdaya manusia, yaitu. tim fasilitator dan. para pendata;belum jtercukupi dari;segi jumlah karena, tidak sebanding dengan kerjanya juga intruksi untuk pendataan tidak di informasikan dengan jelas serta terjadi perekrutan tim fasilitator hanya karena kedekatan emosional, dan fasilitas untuk membangun rumah sulit didapatkan serta sumberdaya finansial hanya mengandalkan dari pemerintah pusat ‘dengan’proses transfer; dana -dengan’ sistem bertahap — Adanya transisi, kepemimpinan / kepala daerah| dengan ;melakukan verifikasi; data -dan masuk-muatan; politik -sehingga banyak data-data yang berubah-ubah . sehingga dana _terblokir namun pengangkatan PPK langsung “ditunjuk oleh pemerintah pusat sesuai dengan keahlian nya'dalam memberikan pelayanan’ yang lebih baik kepada masyarakat, serta ‘adanya'potongan-potongan yang tinggi ‘oleh’ oknum‘tim ‘fasilitator’ karena disebabkanoleh gaji yang dikurangi.SOPs yang ada icukup-jelas dan fleksibel pada tahap pelaksanaan perbaikan rumah korban serta pembagian, tanggungjawab, aktivitas kerja sesuai-dengan bidang masing-masing, pelaksana, namun memiliki sedikit, kendala pada perbankan yang dilibatkan’ hanya satu bank saja tanpa melibatkan perbankan yang lain secara’ bersamaan: Sudah terbangun rumah masyarakat'sesuai’'standar rumah tahan gempa dan sebagian besar masyarakat bisa menempati Tumah secara permanen, namun disatu sisi masih banyak masyarakat yang | belum , bisa -merasakan, dampak - dari- kebijakan ; tersebut, -karena , belum mendapatkan rumah tahan gempa bantuan dari pemerintah.
English Abstract
Theoceurrence’ of the 2018 earthquake ‘in North Lombok Regency gave rise/ to ithe policy of the president ofithe Republic / of Indonesia, Presidential Instruction, Number 5.-of. 2018:. to raccelerate post-disaster- rehabilitation -and reconstruction,. especially. the repair. and rebuilding ; of community houses damaged by the disaster. In fact, the completion of repairs and rebuilding houses for disaster victims has not been able to be completed by the local government of Noith Lombok Regency as a-whole for'the past 'S years'of the policy. There are several problems that arise in the implementation of the policy; including the data collection process;at the beginning of the disaster, many victim data entries found to be double and asynchronous, the blocking of funds by the government, and the re-verification of victim data: The theory used in the approach to research problems is the theory of Edward III (1980), with indicators of communication, resources, dispositions’ and attitudes, “and “bureaucratic 'structure.- The research method used is ‘a‘qualitative descriptive:approach with data:collection techniques through interviews; observation,; and documentation, as, well ' as- data- analysis techniques, using -interactive analysis models. by Miles, Huberman, and. Saldana (2014). The result of this study is that there is miscommunication between the local government and the ‘community because of distorted mformation, so the community'does not receive information clearly, but the implementing parties still consistently convey information-about the rules Human resources, namely the facilitator: team ' and “the. data . collectors;; have not | been -fulfilled in tenmms of numbers because they are not comparable. to. their | work;. instructions. for data collection are not clearly informed, there is recruitment of the facilitator team only because 0f emotional closeness; facilities to build houses are difficult to obtain; and financial resources only rely on the central government with a gradual fund ‘transfer “process. There 'is' a transition ' of \regional’ head “leadership’ by verifying data- and-entering political ‘content; 0r many, data -changes joceur -and funds are blocked, but-the appointment.of PPK is directly appointed by the central government in accordance with its expertise in providing better services to. the community, as well as high deductions by the facilitator team due to reduced salaries. The “existing SOPs are quite- clear'and- flexible ‘at “the “stage of implementing the victim's home Tepair and the distribution of responsibilities’ for wotk | activities 'according to the field of -each implementer;: but thave few constraints, on-banking - involving only ene bank. without, involving rother banks simultaneously... Community houses have been built, according. to, earthquake- resistant housing standards, and most people can occupy houses permanently, but on the other hand, there are still ‘many people who have not been able to feel the impact of the policy because they have not'received earthquake-resistant houses from the government!
