Abstract

Sektor pertanian memimiliki peran penting, karena sektor tersebut berkaitan dengan pemenuhan kebutuhan lokal maupun nasional. Sektor pertanian tidak hanya berhubungan dengan pemenuhan makanan namun juga berhubungan dengan lapangan pekerjaan dan juga berhubungan dengan pertumbuhan ekonomi masyarakat. Bicara tentang sektor pertanian tentunya tidak lepas dari teknologi pertanian yang dari waktu ke waktu terus berkembang dan berdampak pada perubahan sosial ekonomi masyarakat, dengan catatan apabila teknologi tersebut diterima atau ditolak oleh masyarakat. Menurut Rogers dan Shoemaker (dalam Hanafi, 1987) proses perubahan sosial terdiri dari tiga tahapan berurutan: (1) invensi (2) difusi, dan (3) konsekuensi. Teknologi pertanian khususnya mesin panen diterma dan berkembang pada masyarakat petani yang ada di desa Persil Raya, Kabupaten Seruyan, Kecamatan Seruyan Hilir, Kalimantan Tengah. Oleh karena itu, yang menjadi pertanyaan penelitian ini adalah bagaimana teknologi baru mesin panen padi combine harvester diperkenalkan, diterima dan diterapkan dalam masyarakat petani di Desa Persil Raya dan perubahan sosial ekonomi apa yang terjadi dalam masyarakat petani sejalan dengan penerapan telnologi mesin panen tersebut? Tujuan dari penelitian ini adalah menganalisis proses teknologi baru mesin panen padi combine harvester diperkenalkan, diterima dan diterapkan dalam masyarakat petani di Desa Persil Raya dan menganalisis perubahan sosial ekonomi masyarakat petani sejalan dengan penerapan mesin panen tersebut. Pendekatan penelitian yang digunakan adalah kualitatif, dengan desain studi kasus. Sebagaimana dikemukakan oleh Yin (2009) bahwa pendekatan dan desain ini tepat digunakan untuk mencari jawaban atas pertanyaan penelitian. Hasil penelitian menunjukkan bahwa teknologi mesin panen padi combine harvester pertama kali diperkenalkan oleh penyuluh pemerintah kepada kelompok tani yang ada di desa Persil Raya pada tahun 2015. Bersamaan dengan itu, kelompok tani setempat mendapat bantuan satu unit mesin panen tersebut. Tetapi kemudian di tahun berikutnya mesin panen padi combine harvester bertipe lebih besar diperkenalkan oleh pihak swasta melalui usaha jasa penyewaan mesin kepada petani. Sampai saat ini mesin panen yang sering digunakan petani adalah milik swasta atau perorangan. Selanjutnya perubahan sosial ekonomi terjadi dalam masyarakat petani desa Persil Raya meliputi perubahan pranata ketenagakerjaan dalam panen dari system tolong menolong dan system upah natura menjadi system persewaan mesin panen, system pemasaran gabah bertahap menjadi langsung dan perubahan efisiensi biaya panen.

English Abstract

The agricultural sector has an important role, because the sector is related to meeting local and national needs. The agricultural sector is not only related to the fulfillment of food but also related to employment and also related to community economic growth. Talking about the agricultural sector, of course, cannot be separated from agricultural technology which continues to develop from time to time and has an impact on socio-economic changes in society, provided that the technology is accepted or rejected by the community. According to Rogers and Shoemaker (in Hanafi, 1987) the process of social change consists of three successive stages: (1) invention (2) diffusion, and (3) consequences. Agricultural technology, especially harvesting machines, was accepted and developed by the farming community in Persil Raya Village, Seruyan District, Seruyan Hilir District, Central Kalimantan. Therefore, the question of this research is how is the new technology of the combine harvester rice harvesting machine introduced, accepted and developed in the farming community in Persil Raya Village and what socio-economic changes occur in the farming community in line with the application of the harvesting machine technology? The purpose of this study was to analyze the process of new technology for the combine harvester rice harvesting machine introduced, accepted and developed in the farming community in Persil Raya Village and to analyze the socio-economic changes of the farming community in line with the application of the harvesting machine. The research approach used is qualitative, with a case study design. As stated by Yin (2009) that this approach and design is appropriate to use to find answers to research questions. The results showed that the technology of the combine harvester rice harvesting machine was first introduced by government extension workers to farmer groups in Persil Raya village in 2015. At the same time, the local farmer group received assistance with one unit of the harvesting machine. But then the following year the larger type of combine harvester rice harvesting machine was introduced by the private sector through the machine rental service business to farmers. Until now the harvesting machines that are often used by farmers are privately owned or individuals. Furthermore, socio-economic changes occurred in the farming community of Persil Raya village, including changes to labor institutions in harvesting from the matual help system and the in-kind wage system to a harvesting machine rental system, a grain marketing system gradually becoming direct and changes in harvesting cost efficiency.
