Abstract
Peraturan Kepala Arsip Nasional Republik Indonesia Nomor 23 Tahun 2011 Tentang Pedoman Preservasi Arsip Statis ditujukan untuk lembaga kearsipan sebagai panduan dalam melaksanakan preservasi arsip statis untuk menjamin keselamatan dan kelestarian arsip statis. Preservasi arsip merupakan suatu upaya yang dilakukan oleh lembaga kearsipan dalam merawat, melindungi, memperbaiki, serta melestarikan arsip. Kegiatan preservasi tentunya didukung oleh sarana dan prasarana yang memadai agar arsip yang disimpan terawat, terjaga, dan terlindungi dengan baik. Ada dua jenis preservasi yakni preservasi preventif dan preservasi kuratif. Tujuan dari penelitian ini adalah untuk mengetahui, mendeskripsikan, dan menganalisis implementasi Peraturan Kepala Arsip Nasional Republik Indonesia Nomor 23 Tahun 2011 Tentang Pedoman Preservasi Arsip Statis serta faktor pendukung dan penghambat dalam menjalankan implementasi kebijakan. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data pada penelitian ini menggunakan teknik wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan adalah analisis data penelitian kualitatif Creswell (2016). Hasil penelitian menunjukkan bahwa arsip statis di Dinas Perpustakaan dan Kearsipan Kota Malang merupakan arsip foto dari Komunitas Peduli Arsip. Kemudian kegiatan preservasi arsip statis di Dinas Kearsipan dan Perpustakaan Umum Kota Malang belum maksimal karena terkendala sarana dan prasarana yang kurang memadai, dimana depot arsip yang ada sudah tidak layak lagi untuk menyimpan arsip, kemudian tidak ada ruang untuk perbaikan arsip. Faktor penghambat lainnya adalah penyediaan anggaran yang belum memenuhi kebutuhan terkait preservasi arsip. Selain itu, Dinas Perpustakaan dan Kearsipan Kota Malang belum memiliki kebijakan terkait pelestarian arsip. Faktor pendukung preservasi arsip arsip di Badan Perpustakaan dan Kearsipan Kota Malang adalah pembersihan dan pengecekan arsip secara berkala. Oleh karena itu, kegiatan preservasi arsip di Badan Perpustakaan dan Kearsipan Kota Malang saat ini masih dalam tahap yang belum matang. Masih banyak hal yang perlu ditinjau dan perlu segera dibenahi agar kedepannya preservasi arsip dapat berjalan dengan baik dan sesuai dengan pedoman yang ada.
English Abstract
Regulation of the Head of the National Archives of the Republic of Indonesia Number 23 of 2011 concerning Guidelines for Static Archives Preservation is intended for archival institutions as a guide in carrying out static archive preservation to ensure the safety and preservation of static archives. Archival preservation is an effort made by archival institutions in caring for, protecting, repairing, and preserving archives. Preservation activities are of course supported by adequate facilities and infrastructure so that the archives that are stored are well maintained, maintained and protected. There are two types of preservation, namely preventive preservation and curative preservation. The purpose of this study was to determine, describe, and analyze the implementation of the Regulation of the Head of the National Archives of the Republic of Indonesia Number 23 of 2011 concerning Guidelines for Static Archives Preservation and the supporting and inhibiting factors in carrying out policy implementation. This study uses a descriptive type of research with a qualitative approach. Data collection techniques in this study used interview, observation and documentation techniques. The data analysis technique used is Creswell's (2016) qualitative research data analysis. The results showed that the static archives at the Malang City Library and Archives Service were photo archives from the Archive Care Community. Then the static archive preservation activities at the Malang City Archives and Public Library Service have not been maximized because they are constrained by inadequate facilities and infrastructure, where the existing archive depot is no longer suitable for storing archives, then there is no room for archive repair. Another inhibiting factor is the provision of a budget that has not met the needs related to archive preservation. In addition, the Malang City Library and Archives Service does not yet have a policy regarding archive preservation. Supporting factors for the preservation of archives in the Library and Archives of the City of Malang are cleaning and checking archives regularly. Therefore, archive preservation activities at the Malang City Library and Archives are currently still in an immature stage. There are still many things that need to be reviewed and need to be fixed immediately so that in the future archive preservation can run well and in accordance with existing guidelines.
